Job Description

The Senior Specialist – Climate Action and DRM leads the portfolio of ChildFund India at national level and reports to the Program Director. S/he will lead technical vertical focusing on technical and programmatic support to Climate Action, Humanitarian Responses, Organisational Preparedness and Child Centred Disaster Risk Reduction (CCDRR) interventions of ChildFund India and its implementing partners across 14 states of India.

The incumbent is required to strengthen and integrate CCDRR / Climate Action into the program planning and designing as well as strengthen the program portfolio through developing new grant proposals for CCDRR, Climate Action and Humanitarian Response of the organisation. This includes cultivating new relationships, increasing Climate Action and CCDRR outreach and networking, capacity building of field teams and launching humanitarian responses within and outside of ChildFund program areas.

The Senior Specialist – Climate Action and DRM will lead the development of Climate Action vision document and program model for ChildFund India and monitor its implementation. S/he will also be responsible for the implementation and monitoring of CCDRR/CCA strategic interventions enshrined in the newly developed ChildFund India strategy for 2022-26.

Job Responsibilities

Climate Action:

  • Support the Program Director with policy planning, representation and developing a clear strategy and roll out plan for climate action, disaster risk reduction, disaster preparedness and emergency response.
  • Design conceptual program offers on Climate Change Action for India in alignment with Theory of Change framework of Asia.
  • Network with other developmental organizations and participate in relevant forums on Climate Action, DRR and Emergency Response at the National level and helping to position ChildFund India as a strong strategic partner
  • S/he will be the primary coordination point of contact for Climate Action Unit and Emergency Management Unit of International Office and also with the Regional Office and link with all Regional/National and other local level Disaster, Emergency and Security structures.
  • Serve as National Office Disaster and Emergency subject-matter expert and provide leadership in Climate Action, CCDRR and Emergency Response interventions, monitoring and evaluation of the projects.
  • Analyse and adapt effective climate programme models and nature-based solutions in line with organisational Theory of Change.
  • Lead the development program model on climate change adaptation and monitor implementation in line with New Country Strategy Plan 2022-26.
  • Map potential locations and contexts for piloting new programme model, identifying pathways for development.
  • Support the implementation of new initiatives and ensure continued development of innovative solutions under climate action.
  • Engagement with donors, local partners, peer agencies and private sector partners to position ChildFund’s work in this area.
  • Conduct workshops and training sessions to share knowledge and build capacity within ChildFund and its partner teams on climate programming.
  • Prepare and submit comprehensive reports, including preliminary analyses, programmatic approach documents, and final reports.
  • Provide technical leadership and advice on appropriate solutions to decarbonization strategies and supply chain approaches that will support ChildFund’s efforts to reduce carbon footprint within its programmes and operations.
  • Generate evidence through research and technical studies and prepare presentations for internal and external audiences.
  • Contribute to annual workplan development, quarterly progress reports and other deliverables as required.
  • Coordinate and lead the process for development of Emergency Preparedness Plan (EPP), contingency plan and DRR action plan for ChildFund India.
  • S/he will support ChildFund India in the socialization of the Emergency Response policy and procedures and EPP, including adaptation of these policies and procedures to national and sub-national context.
  • S/he will be responsible for providing technical inputs to ChildFund and partners in adopting of globally accepted best practice in Climate Action and CCDRR, School Safety and emergency response of particular relevance.
  • Develop systematic plan for capacity building and training of staff, partners, children, communities and government
  • Mainstreaming DRR into ChildFund India Operating Plans, Program Design Documents, State Strategic Unit Plans and development programming at all levels
  • Alignment of policy and strategy with the Sendai Framework for Disaster Risk Reduction, COP, and related international frameworks
  • Provide ongoing technical support to the field implementation locations to ensure quality implementation of DRR/School Safety / CCA programmes.
  • Lead the development of technical proposals and budgets and collaborate with resource mobilisation team to raise resources from different institutions including institutional donors, CSR, Philanthropy, etc.
  • Provide leadership to the Country Office in launching and leading Emergency Responses starting from needs assessments till donor reporting and winding up including:
  • Any other task demanded the portfolio and assigned by the organisation as per the emerging context and programming needs.

Education Qualification/Required Skills & Experience

  • Master’s degree in Social Science / Development Studies / Disaster Management / Environmental Science from a reputed University. Any additional certification/diploma course in CCA will be additional advantage for consideration.
  • Conceptual understanding and commitment to development work, especially Child entered community based Climate Action and Disaster Risk Reduction concepts, approaches and processes
  • Strong knowledge of Climate Change Adaptation, Disaster Risk Reduction and Disaster Management with at least 8-10 years of field experience in community based DRR/CCA and leading humanitarian responses at national level.
  • Good knowledge, understanding and commitment to International Standards of Relief work such as SPHERE Standards, the Red Cross Code of Conduct, Core Humanitarian Standards and DRR - CCA Frameworks such as Sendai Framework, UNISDR platforms, COP, UNFCCC, et al.
  • Highly self-motivated, willing to work long hours and undertake extensive travel within India.
  • Experienced facilitator and organizer, having facilitated workshops, seminars, conferences, etc.
  • In-depth knowledge of Indian institutional and socio-political context, including governance, education and other systems will be important.
  • Previous experience working with international donor institutions such as ECHO, EU, USAID, SIDA and Corporate donors.
