Invitation of Expression of Interest ( EOI) For Empanelment of X-Ray Agency to Provide Mobile Chest X-Ray Screening Services for Homeless and Vulnerable Populations in Delhi

Introduction

Humana People to People India (HPPI) invites Expressions of Interest (EOI) from qualified and experienced X-Ray Service Provider agencies to provide mobile Chest X-ray screening services in Delhi.

The initiative aims to detect presumptive tuberculosis (TB) cases among homeless and vulnerable populations through upfront digital chest X-rays conducted at community locations in collaboration with the State TB Cell, Delhi.

This EOI is being issued under the LEAD (Leveraging, Engaging and Advocating to Disrupt TB Transmission) Project, supported by JSI through the TIFA grant, to strengthen early TB case detection and linkage to care among high-risk populations.

Background

Humana People to People India (HPPI) is a national non-profit organization working for more than two decades in partnership with the government and development agencies across India. HPPI implements programs in health, education, environment, community development and livelihoods with a focus on empowering vulnerable and marginalized communities.

Under the LEAD Project, HPPI is implementing activities to identify and screen homeless and vulnerable populations in Delhi for tuberculosis through community-based X-ray screening camps. The project aligns with the National TB Elimination Program (NTEP) goals to ensure early detection and timely treatment of TB.

Objective

The objective of this EOI is to engage a competent, licensed, and experienced X-Ray services provider agency to provide mobile digital chest X-Ray services for early TB detection among homeless and vulnerable populations in Delhi.

Scope of Work

The selected X-Ray Service Provider agency will be responsible for:

• Conducting a total of 12,000 digital chest X-rays during the project period (approximately eight months), in the selected districts of Delhi, among homeless and vulnerable populations.
• Deployment of mobile digital X-Ray units at pre-identified screening locations in coordination with HPPI and the State TB Cell.
• Ensuring quality imaging, proper labelling, and secure digital transfer of images (via online link, or cloud) to HPPI and designated medical officers for interpretation.
• Provision of hardcopy (printed) X-ray reports generated through artificial intelligence (AI) software.
• Strict compliance with AERB norms, radiation safety, and infection control protocols.
• Maintaining confidentiality and data security for all screened individuals.

Eligibility Criteria

Interested X-ray service provider agencies must meet the following requirements:

• Registered entity with valid PAN, GST, and business registration documents.
• Possession of functional and licensed digital X-ray units within Delhi.
• Certified radiographers and AERB-approved equipment.
• Proven capacity to conduct large-scale field screenings.
• Prior experience in public health or TB diagnostic projects preferred.
• Ability to share digital X-ray images and reports promptly and securely.

Duration of Engagement

The engagement will be for a period of eight (8) months.

Deliverables

• The selected agency will deliver the following:
• Completion of 12,000 X-rays within the agreed timeline.
• Daily X-ray screening services as per schedule.
• Submission of digital images and radiology reports.
• Adherence to infection control, safety, and confidentiality standards.

Submission Requirements

Agencies are required to submit the following documents:

• Cover letter expressing interest.
• Company/agency profile, including ownership, infrastructure, and relevant experience.
• Details of available X-ray units’ model, and capacity.
• Copies of licenses, registrations, and AERB approvals.
• Radiographer certifications.
• Financial quotation (cost per X-ray or per day, inclusive of GST).
• References from previous similar work (if any).
• Contact details of the authorized representative.

Evaluation Process

EOIs will be evaluated based on:

• Technical capacity and experience.
• Availability and quality of equipment.
• Compliance with AERB and other regulatory standards.
• Cost competitiveness.
• Ability to mobilize quickly and operate across multiple locations in Delhi.

Shortlisted agencies may be invited for a technical discussion or field verification before final selection.
