Mandatory Technical Qualifications:-

Registration:-

For the purpose of this Tender, bidders can be proprietorship firm, partnership firm, limited partnership firm, private limited company or public limited company registered with Government and in order to support this, the bidders should submit registration copy of the establishment. Single entity is also eligible for bidding. No Consortiums, joint ventures are also allowed to bid. A qualified Government PSU can also participate in the bid subject to that condition that it is fully legally and financially autonomous and operates under commercial law.

 Statutory Registrations:-

The Agency should submit its registration copies as under

a. Income tax returns copies of last three years 2013-14, 2014-15, 2015-16.

b. VAT registration certificate Under The Maharashtra Value Added Tax Act 2002.

c. Goods AND Service Tax Registration Certificate .

d. Employee Provident Fund Registration Certificate.

e. Workmen Compensation Insurance Certificate for employees.

f. Employee State Insurance Corporationregistration Certificate.

Qualification of Previous Works Experience: -

The agency should have completed GIS based numbering, enumeration of houses , door to door survey of properties, providing digital photos of every property, Providing Software for computerization of the collected data for atleast 5 Municipal Council or One Municipal Corporation in Maharashtra state.

The agency should have at least two ongoing similar works in hand for any Municipal Council or One Municipal Corporation in Maharashtra state. Work orders from Municipal Council or Corporation in similar works contracts should be provided

The Bidder should not be declared insolvent or black listed by any Municipal Council and or Corporation (undertaking to be submitted). The bidder should submit the affidavit on stamp paper with Executive Magistrate for non termination of any previous works contract ,non-blacklisting and ineligibility/ banned by any central or state Government agency as per annexure. And declare that the bidder shall use and provide non pirated software of property tax assessment as per the given scope of work in the tender

The agency should have implemented and used Unmanned Arieal Vehical Drone in atleast One urban local body for capturing the high resolution image of the Municipal limits previously. The certificate from the Municipal council/ Corporations should be attached.

The average annual turnover of the Agency in last 3 financial year i.e 2013-14, 2014-15, 2015-16 should not be less than Rs. 50 lack per year. The copy of the certificate from registered CA for the same should be submitted along with Audited balance sheet.
