About the Organization
National Mission for Clean Ganga(NMCG) was registered as a society on 12th August 2011 under the Societies Registration Act 1860.It acted as implementation arm of National Ganga River Basin Authority(NGRBA) which was constituted under the provisions of the Environment (Protection) Act (EPA),1986.
NMCG has a two tier management structure and comprises of Governing Council and Executive Committee. Both of them are headed by Director General, NMCG. Executive Committee has been authorized to accord approval for all projects up to Rs.1000 crore. Similar to structure at national level, State Programme Management Groups (SPMGs) acts as implementing arm of State Ganga Committees. Thus the newly created structure attempts to bring all stakeholders on one platform to take a holistic approach towards the task of Ganga cleaning and rejuvenation.
Background
Government of India has approved the ‘Namami Gange Programme’ as an integrated approach for the effective abatement of pollution, conservation, and rejuvenation of National River Ganga. The National Mission for Clean Ganga (NMCG) is implementing this flagship programme of the Government.
Under the Namami Gange Programme, a diverse and holistic set of interventions for cleaning and rejuvenation of river Ganga have been taken up, which includes domestic/industrial wastewater treatment, solid waste management, riverfront management (ghats & crematoria), ensuring e-flow, rural sanitation, Nature based Solution, afforestation, biodiversity conservation, public participation, water quality monitoring, Research and Development projects, Small River Rejuvenation project etc.
NMCG was set up by Government of India for the implementation of the program for pollution abatement, conservation and rejuvenation of river Ganga and its tributaries on 12 August 2011 under the administrative control of Ministry of Environment Forest & Climate Change (MoEF&CC).
In 2014, the work of rejuvenation of river Ganga and its tributaries was transferred from MoEF&CC to Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD & GR), Ministry of Jal Shakti. On 7 October 2016, River Ganga (Rejuvenation, Protection and Management) Authorities Order, 2016 was promulgated. The order includes various principles which are followed for rejuvenation, protection, and management of River Ganga. This Order led to reconstitution of NMCG as an ‘Authority’ to take all necessary decisions and action for pollution abatement and rejuvenation of river Ganga.
About the Program
For the implementation of the ‘Namami Gange’ programme, NMCG received grants-in-aid from the Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD&GR), Ministry of Jal Shakti. NMCG further releases funds for the implementing/executing agencies for the execution of projects/interventions under the programme. NMCG, basically, is a funding agency, which himself does not execute any project directly, but causes to execute the work through implementing/executing agencies.
The proposed assignment aims to engage a Chartered Accountant firm to provide comprehensive accounting and audit support services to the NMCG. The selected firm will be responsible for maintaining day-to-day books of accounts, preparation of monthly, quarterly, and annual financial statements, statutory compliance relating to Income Tax and GST, provide necessary assistance during the audit by the Comptroller and Auditor General (C&AG) of India and in internal audit by the Internal Auditors. By virtue of notified under Section 10(46A) of the Income Tax Act, 1961, any income of NMCG is exempt from Income Tax.
NMCG is subject to various types of audits conducted by the C&AG which are following:
- Audit of Annual Accounts by the C&AG
- Periodic Compliance/Transaction Audit by the C&AG
- Annual Certification Audit in respect of World Bank-assisted projects conducted by the C&AG
- Performance Audit by the C&AG
- Internal Audit of NMCG is conducted by the Internal Audit Wing of the DoWR, RD&GR as well as by a firm of Chartered Accountants.
For the execution of the assignment, the selected Chartered Accountant firm shall deploy one Chartered Accountant (CA) and two assistants (Accounting and Auditing) at NMCG on a full-time basis for the entire currency of the contract. Another CA will be deployed on need basis (as and when required) primarily during the period of preparation and finalization of the annual accounts and the conduct of the audit thereof. The second CA may be required for a limited period in a financial year, as determined by NMCG based on the requirement of work.
Accordingly, the bidder shall quote the monthly professional fee separately for the second CA, which shall be payable only for the period for which the services of the second CA are actually required and utilized by NMCG. The bidder shall quote separate monthly professional fees for the one fulltime CA and two accounting assistants who shall be deployed throughout the currency of the contract. The quoted fees shall be inclusive of all costs and expenses associated with the deployment of the respective personnel, except as otherwise specified in the EoI/contract.
Scope of Work:
The selected CA firm shall, inter alia, undertake the following activities:
Accounts
- Maintenance of books of accounts of the NMCG on sound accounting practices as per Generally Accepted Accounting Practices and Government of India Rules/ Regulations.
- Preparation of annual accounts of NMCG as per the Uniform format of accounts for Central Autonomous Bodies prescribed by the Controller General of Accounts.
- Coordination with State Missions for Clean Ganga (SMCGs) and Executing Agencies on accounting matters.
- Reconciliation of books of accounts of SMCGs and Executing Agencies with Accounts of NMCG on continuous basis.
- Follow-up for Utilization Certificates with SMCGs and Executing Agencies.
- Preparation of financial & accounting MIS as per the requirement of NMCG. VII.
- Maintenance of records/register, which are required to be maintained by Finance Wing as per General Financial Rules 2017.
Audit
- Facilitation and co-ordination in respect of all C&AG Audits of NMCG, including:
- Audit of Annual Accounts (Separate Audit) b. Inspection/ Transaction Audit
- Certification Audit
- Performance Audit.
- Coordinating with the audit team, compiling and furnishing requisite records, information and documents, preparing replies to audit observations and requisitions.
- Facilitate and coordinate Internal Audit by Internal Audit Wing of DoWR, RD&GR and by a Chartered Accountant firm:
- Replies to the Audit Memos/queries.
- Follow-up with SMCGS to ensure coordinated Internal Audit of SMCGs.
- Follow-up corrective actions on recommendations made in Internal Audit Reports: both with NMCG and SMCGs
- Preparation and coordination of Action Taken Report/Note in respect of Internal Audit Reports.
- Updating ATRs on CAG Connect portal.
Statutory Compliance
- Filing of Income Tax Return of the NMCG.
- Filing of TDS Returns under the Income Tax Act and GST.
- Preparation of reply to the Income Tax/GST Notices, including inputs for filing of Revised Return of Income.
Miscellaneous Matter
- Coordination and support in respect of Quarterly Audit and Budget Review Committees.
- Any other financial and accounting matter as assigned by Executive Director (Finance), NMCG. E. Need based advice on specific matters The Firm shall also provide specific Advice to NMCG on accounting, taxation and audit issues, as and when required. Such advice shall be provided at mutually agreed rate.
Eligibility
- The Chartered Accountant firm should be empanelled with the Comptroller & Auditor General of India.
- The CA firm should have been in operation for minimum 5 years.
- The CA Firm shall have at least 10 persons on its roll, including a minimum of 5 qualified Chartered Accountants.
- The firm should have experience of minimum 2 years of experience of day to day maintenance of books of accounts, preparation & finalization of annual accounts of a Central/state Autonomous bodies or a Government Authority/Central PSU/State PSU.
- The firm should have average annual turnover of ₹1.30 crores during the last three years. MSE Exemptions: The minimum average annual turnover requirement shall be exempted for eligible MSEs firms
- The CA firm should have their head office in National Capital Region.
- The firm or any partner of the firm should not be black listed by any Government Department(s), C&AG, PSU or any other government undertaking in respect of any assignment or behavior.
