1.      Description of RFP

HCLFoundation’s Samuday programme is being implemented across Pudur and Vilathikulam blocks of Thoothukudi district in Tamil Nadu. With focus on areas such as water resource management, agriculture, health, education, malnutrition management, and better income for underserved families, it is expected to impact 140,000 individuals.

To develop a source code of rural development for Thoothukudi district, HCLFoundation has conducted extensive needs assessment in these two blocks of Thoothukudi district. Additionally, a survey conducted with 1,711 unemployed youth from the project region revealed significant insights into the causes of unemployment, educational backgrounds, and willingness to undergo training. The primary reason for unemployment, affecting 31.31% of respondents, was unfavourable family situations. This was followed by 12.42% citing a lack of skills, and 9.59% due to low education. Only 0.84% attributed their unemployment to technological advancement. Notably, 5% of respondents were disabled, indicating a need for inclusive employment strategies. Furthermore, 4.50% linked their unemployment directly to skill deficiencies, highlighting the critical need for targeted skill development programs. Educationally, most respondents had qualifications up to the 12th grade, with significant numbers holding diplomas or higher degrees. A minority had unspecified or other educational qualifications.

The survey also showed that daily wages were the primary means of livelihood for most respondents, followed by agriculture, underscoring their economic vulnerability. Encouragingly, 81% of respondents expressed a willingness to undergo training to enhance their employability. This high level of interest suggests that well-designed training programs could effectively bridge the skills gap. In contrast, 18% were unwilling, and 1% were unsure about participating in training programs. These findings underscore the need for comprehensive skill development and educational programs tailored to the youth in Tamil Nadu.

Furthermore, as majority of the respondents were educated, and lack of skills such as English speaking, and other employability skills is an impediment for employment seeking, providing these skills is significantly expected to increase chances of employment.

Project description and scope of work

Project outputs

  1. Conduct training on employability skills and english speaking for 240 educated youth. Provide career counselling and placement support with 50% educated youth getting placed.
  2. Conduct 40-day training on employability skills, soft skills and english speaking with 3-hour sessions 6 days in a week (120 hours)
    1. Deploy 4 trainers’ training, with at least 15 youth in 1 batch and conducting 4 batches in the project period per trainer = 40 days/training x 4 batch per trainers = 160 days. Deploy additional support staff, counsellor, mobilizers and other staff for successfully completing the projects outputs
    2. Training to be conducted in selected schools or other government buildings in Pudur and Vilathikulam with adequate audio-visual devices. Additional training material, collaterals, and other trainer support materials to be provided by the NGO
    3. Conduct feasibility to make training program into a paid service for program sustainability.

Evaluation Criteria

The evaluation process for projects with a single project code involves two main phases. First, there is a Qualifier phase where organizations must score a minimum of 50% in two key areas: Past experience and capacity (50% weightage) and Financial capacity (50% weightage). Only those that meet this threshold move on to the next phase.

In the second phase, the Technical Proposal is assessed with a 60% weightage, including criteria such as Project Strategy, Operational Plan, Sustainability Plan, Monitoring & Evaluation Plan, Uniqueness/Innovation, and Applicability to Project Location. The Financial Proposal carries a 40% weightage and is evaluated based on the ability to achieve scale within the prescribed budget, the proportion of the budget allocated to community-focused initiatives, and overall budget prudence.
