Background

Asian Paints under its CSR interventions has supported Five Static Clinics (SHU) & One Mobile Medical Unit (MMU) covering five states. Primary aim to implement SHUs & MMU is to enable access to essential primary health care services to the marginalized community. These interventions have been implemented since 2018, in the peripherals of manufacturing facilities of Asian Paints.

The broader objectives of the initiatives were:

• Provide primary health care services including NCD management within the selected villages within the vicinity of APL plant areas including treatment of minor ailments with good standard and quality to the need-based population.
• Increasing the engagement of individuals and communities in the management of their own health and health systems

Below given are the services rendered through Static & Mobile Health Units:

1. Consultation, Treatment, Medicine, Diagnosis, Referral ​​
2. Awareness sessions on range of health topics ​
3. Awareness and facilitation of Scheme linkages 

Key Objectives and Scope of Work

The study objective is to assess the extent and nature of impact of the programme on community health.

The specific indicators to be assessed are as follows:

1. Overall, SHU & MMU infrastructure
2. Health Scenario of the Area, Quality of Medical Consultation, Medicine Distribution & Lab Tests
3. Referral Services for Primary Secondary & Tertiary Care

Requirements from the Agency:

1. Go through the baseline report/other reports available with Asian Paints.
2. Develop a sampling plan for beneficiaries and other stakeholders like the government.
3. The sampling methodology to take care of neutralizing all external factors to ensure that the results are the most accurate representation of the field situation.
4. For each scope, identify specific key indicators in consultation with Asian Paints Limited.
5. Field testing of the questionnaire to be done with initial set of respondents and based on the feedback, entire study to be executed.
6. The agency to submit a detailed proposal and quotation strictly as per the formats provided in Annexures.
7. Regular sharing of emerging data and trends within the order to incorporate the feedback in the report.
8. One national level report for entire programme and state wise reports with district level analysis to be submitted.
