Today, CHAI operates in 36 countries across the world and more than 80 countries have access to CHAI-negotiated price reductions, vaccines, medical devices, and diagnostics. Current programs at CHAI include HIV/AIDS, Malaria, Tuberculosis, Hepatitis, Maternal, Newborn and Reproductive Health, Diarrhea and Pneumonia, Nutrition, Vaccines, Health Financing, Health Workforce, and Cancer. CHAI also has a number of experts working across the organization to help shape global markets, to negotiate lower prices for drugs and health tools, provide clinical support and knowledge, and utilize the latest and best data and analytics to shape decision-making.

Position summary:

The Analyst will have administrative and functional reporting to State Manager and technical reporting to Associate at the national level. They will play a critical role in supporting the effective implementation and continuous improvement of project activities, through robust monitoring, evaluation and learning practices. This position is responsible for ensuring adherence to the project’s M&E framework, processes and tools to track progress, measure outcomes, and generate insights for strategic decision-making. The Analyst will work closely with program teams, government stakeholders, and implementing partners to ensure systematic data collection, analysis and reporting. The role includes designing and deploying user-friendly M&E tools, maintaining high-quality project databases, preparing monthly performance reports and supporting evaluations and field validations. The incumbent will also contribute to capacity-building efforts at multiple administrative levels, helping to strengthen local systems for routine monitoring and supervision. WJCF is seeking a highly motivated, results-oriented individual with demonstrated leadership skills and outstanding analytical skills. The Analyst will work closely with State Manager & National M&E team to support activities in the project. The ideal candidate must have excellent communications skills, strong analytical skills, be able to independently drive engagement with key implementation partners and handle large scale project data. Responsibilities

Routine Programme M&E

  • Operationalise M&E frameworks, tools, and protocols designed by the National M&E
  • team, adapting them for state-level implementation contexts
  • Ensure compliance with the project M&E framework, processes and tools to track progress and outcomes at state level
  • Support implementation teams in aligning activities with work plans and monitoring framework
  • Maintain folder and repository structures for all programme data, tools, and documentation in line with programme goals; ensure version control and access discipline across state and district teams

Data Systems and Pipeline Management

  • Develop working familiarity with government data systems including Nikshay registers; understand their structure, limitations, and analytical use
  • Build, maintain, and debug semi-automated and automated data pipelines for processing government programme data exports into analysis-ready formats
  • Conduct regular data cleaning, structuring, and quality checks on government programme data, which is often incomplete, inconsistently formatted, or structured for administrative rather than analytical purposes
  • Maintain accurate high-quality project monitoring databases and ensure timely updates

Analysis and Reporting

  • Perform regular data analysis to support programme decision-making and recommend corrective actions for programme optimisation
  • Prepare monthly indicator reports and track progress against key indicators at state level
  • Manage reporting timeliness for the state; own the monthly reporting calendar, ensure all data flows from district and TBU levels meet deadlines, and cascade timeliness accountability to M&E Officers
  • Synthesise findings and disseminate key learnings through presentations, reports, and briefs for state and national audiences

Qualitative Enquiry and Field Validation

  • Design and administer qualitative dipstick protocols for specialised areas of programme enquiry, including tool design, respondent selection, and data collection supervision
  • Conduct or supervise field visits to validate data quality and completeness against programme records
  • Produce structured summary notes and analytic outputs from qualitative interactions; ensure findings are documented for programme use

Capacity Building and Technical Support

  • Guide and mentor M&E Officers on tool use, data entry discipline, Nikshay reporting, and field validation protocols
  • Build capacity of government stakeholders at state and district levels in routine supervision and monitoring of project activities
  • Support programmatic activities including training of service providers and improving recording and reporting systems

Stakeholder Collaboration

  • Liaise with programme teams, government counterparts, and district partners to align data strategies and refine interventions
  • Support evidence-based communication through actionable data insights

Qualifications

  • Graduate or Post-Graduate in Science, Engineering, Management, Public Health or related field
  • Minimum three years of relevant work experience in analytics, research, or M&E
  • Demonstrated ability to work with government administrative data systems; experience extracting, restructuring, and analysing data from Nikshay or similar platforms preferred
  • Ability to build, maintain, and troubleshoot semi-automated data workflows; comfort with tools such as Excel-based pipelines, Survey CTO/KoboToolbox, or low-code automation environments
  • Experience designing qualitative data collection tools and producing analytic summaries from field interviews or dipstick enquiries
  • Strong quantitative and qualitative analytical skills with the ability to synthesise complex data for a diverse audience
  • Advanced proficiency in Microsoft Excel, PowerPoint, and Word; experience with data visualisation tools (e.g. Tableau, Power BI) is a plus
  • Proven ability to manage multiple tasks, prioritise effectively, and thrive in a fast-paced environment
  • Excellent written and oral communication skills in English and Hindi
  • Willingness to travel extensively (approximately 30% of their time) within the programme state
  • Preference given to candidates with prior experience in government stakeholder management
