Purpose of Job
|
The District Manager will provide technical expertise to the District health department in program implementation to address systemic gaps through evidence-based interventions at the District level to improve the health outcomes through key performing indicators in the district.

Essential Qualifications
|
Master’s degree in Public Health, Health Administration, Social Sciences, or a related field.
|
Essential Experience
|
- Minimum of 5-10 years of extensive experience in RMNCHA+, Public health.
- Strong understanding of health systems, and program implementation at the district and regional level.
- Expertise in M&E frameworks and digital health interventions related to Health System Strengthening.
- Excellent communication, leadership, and stakeholder engagement skills.

- Excellent leadership, problem-solving, and decision-making abilities.
- Strong understanding of government health policies and programs in India, especially in Bihar.

- Proficiency in data analysis and data driven decision making
- Proficiency in Hindi and English; knowledge of regional languages is a plus.

Key Roles/Responsibilities:
Supporting in Program Implementation
- Engage with government agencies (e.g., NHM, District Health Society), donors, NGOs,
- Support government plans for increased funding, integration of leadership interventions into District health frameworks.
- Contribute to PIP, ROP briefs, reports, and case studies to inform decision-makers and strengthen evidence-based implementation.
Government Liaison & Stakeholder Engagement
- Provide technical support to the District Health Society to improve the overall health indicators of the district following an integrative approach of community, talent and technology.
- Lead collaboration with district health authorities in co designing implementation approaches and technical interventions for various health priorities.
- Develop and sustain high level strategic partnerships with key district-level officials
- Represent the project in district-level meetings, program reviews, and technical working groups.
- Advocate for the seamless integration of project interventions into district health programs, ensuring long-term sustainability.
Program Strategy and Implementation
- Effective execution of integrated action plan in the district in close coordination with the divisional lead and peer group
- Guide and mentor District lead and Gandhi Fellow to ensure high impact on ground.
- Monitor adherence to project timelines, milestones and government expectations.
- Identify operational bottlenecks and risks, developing proactive solutions for smooth execution of programs across district.
- Support in developing and monitoring District health action plan (DHAP) and Block health action plan (BHAP) to achieve health outcomes in the district
Leadership & Team Management:
- Oversee a multidisciplinary team of professionals, including District lead, Clinical Mentors, Gandhi Fellows and field staff.
- Mentor and build the capacity of health functionaries to drive self-change and system transformation.
- Institutionalize leadership development program to develop health system resilience in the district.
Support across four pillars:
- Drive interventions across facility certification, FRU strengthening, outreach activities, convergence and governance in the district
- Develop and strengthen the Quality Champions Cadre from District to Health & Wellness Centres for continuous improvement.
Risk Management & Innovation:
- Proactively identify and mitigate risks to program delivery, ensuring adaptability to evolving challenges.
- Introduce innovative approaches to public health challenges, leveraging digital technologies, talent-based solutions and community engagement
