Purpose of Job / Project Brief

The District Program Manager leads district-level program execution to ensure effective service delivery, strong block coordination, and day-to-day operational oversight. The role focuses on translating plans into on-ground action, tracks progress against targets, and ensures continuity and quality of services across the district.

Essential Qualifications

Full-Time Master Degree – MSW, MPH/MHA, MRD or MBA

Essential Experience

  • Ability to plan and coordinate routine program activities, track progress, and ensure timely follow-up.
  • Communicate clearly and effectively with health-system/government teams and program partners during meetings and program reviews.
  • Support service-delivery workflows to maintain service availability and referral linkages.
  • Apply public-health indicators, data review, documentation, and reporting skills with strong organisational and stakeholder-management abilities.
  • Undertake extensive travel to blocks and field locations for supportive supervision, program monitoring, coordination, and planning.
  • Proficiency in reading and writing Odia is mandatory for this role.
  • Practical exposure to district and block-level programme implementation, coordinating work across multiple health facilities, and maintaining consistent follow-through on assigned tasks.
  • Experience working in underserved or resource-limited settings alongside diverse teams.
  • Ability to engage constructively with government health-system stakeholders, including district programme leadership, facility in-charges, and periodic system review or planning platforms.
  • Exposure to tribal adolescent populations is preferred.

Essential Skills

  • Comfortable using common programme-monitoring tools such as spreadsheets, reporting templates, and simple dashboards.
  • Ability to help prepare slide summaries, basic charts, or visual snapshots for meetings and reports.
  • General familiarity with structured writing formats such as proposals or indicator matrices when required.
  • Ability to identify practical gaps, suggest simple fixes, and share concise observations that help teams and systems work better.
  • Adaptability to evolving programme needs.

Key Roles / Responsibilities

  1. Lead coordination of project activities across blocks and facilities in the district.
  2. Support continuous improvement of AFHC services, including counselling quality, service availability, and referral pathways.
  3. Work with partners to enable integration of community insights into district health planning and action.
  4. Support formation and smooth functioning of District Task Force (DTF) and convergence platforms. Support planning and execution of structured reviews of relevant department stakeholders for convergence to enhance adolescent health services.
  5. Lead capacity building of healthcare providers on SRH, government officials, and District Task Force members engaged in program delivery.
  6. Build and maintain strong working relationships with district and block-level officials (DC, CDMO, DPM, RKSK/RBSK Manager, BDO, MOICs, BPM, Counsellors, etc.).
  7. Conduct regular field visits to track key AFHC and RKSK indicators across all blocks of the assigned district, contribute to data-informed decision-making, and support field-level data streamlining and quality improvement.
  8. Proactively identify system gaps, risks, and sensitive issues, and support timely escalation and resolution.
  9. Contribute to documentation of district-level learnings and best practices that inform state and program strategy.
  10. The role is not limited to the above and may include additional responsibilities assigned by the reporting manager or organization.
