About the Organization

The National Disaster Management Authority (NDMA), headed by the Prime Minister of India, is the apex body for Disaster Management in India. Setting up of NDMA and the creation of an enabling environment for institutional mechanisms at the State and District levels is mandated by the Disaster Management Act, 2005. NDMA is mandated to lay down the policies, plans and guidelines for Disaster Management. India envisions the development of an ethos of Prevention, Mitigation, Preparedness and Response.

The Indian government strives to promote a national resolve to mitigate the damage and destruction caused by natural and man-made disasters, through sustained and collective efforts of all Government agencies, Non-Governmental Organizations and People’s participation. This is planned to be accomplished by adopting a Technology-Driven, Pro-Active, Multi-Hazard and Multi-Sectoral strategy for building a Safer, Disaster Resilient and Dynamic India.

Job Description

The Education in Emergencies Professional (Consultants, Senior Consultants, and Lead Consultants) will be engaged to provide technical expertise at varying levels of responsibility and experience. They will contribute to the design, implementation, and evaluation of educational programs that are vital to disaster-affected communities. The roles are structured as follows:

• Consultants will support the design and implementation of education programs, including needs assessments, curriculum development, and teacher training.
• Senior Consultants will lead the development of education policies and programs, provide guidance on curriculum design and teacher training, and ensure programs are aligned with both immediate and long-term educational needs.
• Lead Consultants will provide high-level leadership and oversight, ensuring the integration of education into disaster risk management frameworks and overseeing the overall educational response during crises.

Job Responsibilities

• Curriculum Development: Consultants will assist in the development of educational curricula that are appropriate for disaster contexts. Senior Consultants will lead the design and adaptation of curricula to meet the needs of affected communities. Lead Consultants will provide strategic oversight, ensuring that the curriculum is aligned with national educational frameworks and global best practices.
• Educational Policy: Consultants will support research on educational policies and practices during emergencies, assisting in policy development. Senior Consultants will lead the drafting of educational policies and ensure their alignment with disaster management strategies. Lead Consultants will provide strategic direction on policy development, ensuring that policies integrate disaster risk reduction and resilience-building strategies.
• Teacher Training: Consultants will assist in the development and delivery of teacher training programs aimed at improving teaching methods in emergencies. Senior Consultants will lead teacher training initiatives and ensure they are tailored to the specific needs of disasteraffected communities. Lead Consultants will provide oversight to ensure the quality of teacher training and the integration of disaster-related content into teaching practices.
• Educational Needs Assessment: Consultants will assist in conducting educational needs assessments in disaster-affected areas to identify gaps in learning opportunities. Senior Consultants will lead the needs assessment process, ensuring that it captures the educational priorities of affected communities. Lead Consultants will oversee the entire assessment process, ensuring that findings inform educational program development and recovery strategies.
• Learning Systems: Consultants will support the design and implementation of flexible learning systems that can be rapidly deployed during emergencies. Senior Consultants will lead the development of these systems, ensuring they meet the educational needs of all age groups and address issues related to accessibility and inclusion. Lead Consultants will oversee the integration of these systems into national education frameworks, ensuring their sustainability and effectiveness in the long term.
• Training and Capacity Building: Consultants will assist in the delivery of capacity-building programs for local educators, community leaders, and stakeholders involved in educational recovery. Senior Consultants will lead the capacity-building initiatives, ensuring that local staff and stakeholders are equipped to implement educational programs effectively. Lead Consultants will oversee the capacity-building efforts, ensuring that they are aligned with national educational goals and disaster recovery strategies.

Education Qualification/Required Skills & Experience

Education:

• Master’s in Education, Social Sciences, or a related field.
• Certifications: Professional certification in Education Policy, Development Studies.

Experiences:

• Consultant: 3-7 years of experience in educational program design, curriculum development, or teacher training in emergency or disaster settings.
• Senior Consultant: 8-12 years of experience in designing and implementing educational programs in emergencies, with experience in policy advocacy, teacher training, and curriculum development.
• Lead Consultant: More than 12+ years of experience in leading large-scale educational programs, with expertise in emergency response, curriculum development, policy development, and capacity building.
