About the Organization
Resolve to Save Lives (RTSL) is a US-based, global public health organization with a mission to prevent 100 million deaths from heart disease and to make the world safer from epidemics. Since 2017, Resolve to Save Lives has partnered with low-and middle-income country governments, multilateral agencies, academic and other civil society partners, and communities to implement policies and programs to treat and control hypertension, reduce sodium intake, eliminate artificial trans fats, and strengthen systems for epidemic prevention.
Job Description
We are seeking a mission-driven, experienced leader to implement RTSL's India strategy, build partnerships, and deliver on support for governmental programs to help save millions of lives. The Executive Director will oversee country programs and operations and will be a member of RTSL's Senior Leadership Team. They will be responsible for leading the India team, engaging with key stakeholders, including government and NGO partners, and overseeing Resolve's progress in supporting the Government of India to achieve its objective of a 33% reduction in cardiovascular disease death rates by 2030.
They will join and lead a lean team of driven, experienced public health professionals working on high-impact projects that are making substantial progress. The role reports to the Vice President of Global Operations and Organizational Learning & Culture with matrixed reporting into the Senior Vice President of Cardiovascular Health. This is a full-time position based in Delhi, India, and requires approximately 20-25% travel within India and internationally.
Job Responsibilities
Representation, Leadership and Partnership
- Represent Resolve to Save Lives Pvt. Ltd. India in all official capacities in India.
- Create and foster a high-functioning, collaborative partnership with the RTSL Pvt. Ltd. India Directors to ensure that the company is run effectively and efficiently in compliance with local laws and regulations.
- Coordinate Board meetings, including developing agendas and materials and presenting on key initiatives, in partnership with RTSL's legal team.
- Establish and maintain close and productive working relationships with the Government of India, including Ministries of Health/National Health Authority/ICMR and State governments.
- Collaborate with RTSL's Development team to identify, solicit, cultivate and secure new funding that strategically aligns with RTSL's objectives in India.
- Engage and foster partnerships with other national and international partners such as the World Health Organization, national health institutes, nationally recognized regulatory bodies, professional medical societies, educational institutions, civil society, the private sector and funding agencies.
- Demonstrate thought leadership on matters of program and policy strategy and keep abreast of relevant program and policy changes, regularly updating and involving the leadership of Resolve to Save Lives on progress and challenges.
Program, Policy and Strategy Development and Accountability
- Develop, expand and sustain country-level partnerships with key partners -- Ministry of Health and Family Welfare, relevant State level government officials, ICMR, WHO, FSSAI, etc -- aimed at controlling population-level hypertension, eliminating artificial trans-fats and reducing sodium consumption
- Develop short- and long-term strategic objectives and oversee the development of work plans and budget
- Ensure the delivery of high-quality training and technical support to in-country partners by implementing priority interventions
- Increase effective management of hypertension in supported geographic areas, promote improvement in hypertension management country-wide, and support the Government of India to eliminate artificial trans-fats and lower sodium consumption
- Provide technical leadership, oversight and troubleshooting to ensure uninterrupted drug supply and logistics management for hypertension treatment in program sites
- Provide ongoing strategic guidance for Cardiovascular Health regarding prioritization and implementation of key activities and approaches to overcoming barriers
- Identify innovative and impactful strategies and learning models to expand the scale of CVH programming
- Explore potential new program opportunities related to CVH and primary prevention
- Submit regular updates by focus area to inform quarterly progress reports for senior leadership and donors
Personnel and Operations Management
- Hire, supervise, mentor, motivate and support the development of technical and operational staff and consultants to achieve objectives successfully
- Oversee all operational functions, including finance, procurement, contracts, other legal, human resources and administrative matters
- Establish operational systems that support the effective and efficient achievement of organizational goals and ensure compliance with all relevant government regulations
- Contribute to an organizational culture that nurtures and promotes collaboration, cohesion, initiative, commitment and innovation, consistent with organizational mission, values, and principles
- Oversee the safety and security of all staff based in India and work closely with the Director, Global Operations to stay abreast of issues, mitigate risks, and ensure the implementation of safety and security plans
Education Qualification/Required Skills & Experience
- 15+ years' experience across the public health and healthcare sector - leading Business Strategy, programs and teams (preferably in the development sector)
- Extensive experience in engaging with Government of India stakeholders and agencies and state governments
- Deep and nuanced understanding of the national political landscape related to public health and healthcare, with proven effective policy engagement with senior-level government staff
- In-depth experience managing staff and cultivating high-functioning, collaborative teams
- Extensive experience engaging with public and private healthcare partners with the ability to build and maintain executive-level relationships
- Demonstrated experience in the co-development of ideas and partnerships
- Prior project management experience, including reporting and budgeting
- Master's or Doctoral degree or higher in public health, medicine and/or related field
Skills and attributes

- Excellent written and oral communication skills in English and Hindi; strong influencing and negotiation skills

- Clear, tactful and effective communicator (written and verbal) with exceptional interpersonal skills when engaging with internal and external audiences

- Skilled at receiving and integrating feedback
- Proficient in computer software including Word, Excel, PowerPoint
- Able to commit to 20-25% travel in India and internationally
