About the Organization

The National Disaster Management Authority (NDMA), headed by the Prime Minister of India, is the apex body for Disaster Management in India. Setting up of NDMA and the creation of an enabling environment for institutional mechanisms at the State and District levels is mandated by the Disaster Management Act, 2005. NDMA is mandated to lay down the policies, plans and guidelines for Disaster Management. India envisions the development of an ethos of Prevention, Mitigation, Preparedness and Response.

The Indian government strives to promote a national resolve to mitigate the damage and destruction caused by natural and man-made disasters, through sustained and collective efforts of all Government agencies, Non-Governmental Organizations and People’s participation. This is planned to be accomplished by adopting a Technology-Driven, Pro-Active, Multi-Hazard and Multi-Sectoral strategy for building a Safer, Disaster Resilient and Dynamic India.

Job Description

The Housing & Urban Recovery Professional (Consultants, Senior Consultants, and Lead Consultants) will be engaged to provide technical expertise at varying levels of responsibility and experience. They will be involved in the design, implementation, and evaluation of housing and urban recovery programs in post-disaster situations. The roles are structured as follows:

• Consultants will support the design and implementation of housing and urban recovery programs, including conducting housing needs assessments, urban resilience planning, and providing technical advice.
• Senior Consultants will lead the development and implementation of housing policies and urban recovery strategies, ensuring they align with national recovery frameworks and promote sustainable urban development.
• Lead Consultants will provide high-level leadership and oversight, ensuring the integration of urban resilience into disaster recovery efforts and leading complex housing projects and infrastructure recovery initiatives.

Job Responsibilities

The Housing & Urban Recovery Professional will work across different levels and will be expected to contribute to the following tasks and responsibilities, with variations in scope and leadership based on the level:

• Housing Policy Development: Consultants will assist in reviewing and supporting the development of housing policies that address recovery needs in urban areas. Senior Consultants will lead the policy development process, ensuring that housing recovery strategies are integrated into broader urban resilience frameworks. Lead Consultants will provide strategic oversight, ensuring housing policies align with national disaster recovery plans and international standards.
• Urban Planning: Consultants will support the design and implementation of urban planning interventions, focusing on rebuilding housing and infrastructure. Senior Consultants will lead the urban planning efforts, ensuring that urban recovery strategies are aligned with sustainable development goals. Lead Consultants will provide high-level strategic guidance, ensuring the urban recovery programs are holistic and address long-term urban resilience.
• Infrastructure Planning: Consultants will assist in infrastructure planning, including the rehabilitation of critical infrastructure like roads, utilities, and public services in disasteraffected areas. Senior Consultants will lead the infrastructure planning efforts and oversee the reconstruction process. Lead Consultants will ensure that infrastructure recovery projects are resilient, sustainable, and meet the needs of vulnerable populations.
• Housing Needs Assessment: Consultants will assist in conducting housing needs assessments to determine the scale of damage and the types of housing solutions required. Senior Consultants will lead the needs assessments and ensure the results inform the design of recovery programs. Lead Consultants will oversee the entire needs assessment process, ensuring it provides a comprehensive view of the housing recovery needs and integrates gender and social inclusion considerations.
• Affordable Housing Initiatives: Consultants will support the development of affordable housing solutions for disaster-affected communities. Senior Consultants will lead efforts to design and implement affordable housing programs that are sustainable and accessible to all. Lead Consultants will oversee the design and implementation of large-scale housing projects and ensure they align with national housing policies and recovery frameworks.
• Policy and Planning: Consultants will support the development of policies and planning strategies that promote resilient and sustainable housing recovery. Senior Consultants will lead policy development and planning efforts, ensuring they align with national and international recovery frameworks. Lead Consultants will provide strategic leadership in developing policies that integrate urban resilience into disaster recovery efforts.

Education Qualification/Required Skills & Experience

• Education: Master’s in Urban Planning, Social Science, or a related field.
• Certifications: Professional certification in Housing, Urban Development, or related field.

Experiences:

• Consultant: 3-7 years of experience in housing projects, urban planning, and infrastructure development in disaster contexts.
• Senior Consultant: 8-12 years of experience in housing policy development, urban planning, and urban resilience planning in post-disaster recovery contexts.
• Lead Consultant: More than 12+ years of experience in housing and urban recovery, including expertise in large-scale housing projects, policy development, and urban infrastructure recovery.
