About the Organization
Established in 2007, the National Health Systems Resource Centre, a premier Think Tank for MoHFW, is mandated to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health.
Job Description/Responsibilities
- Understand the functional and technical requirements from the departments (Centre, State / UT and other involved stakeholders) for implementation of programme and preparation of quality and standard concept document, design documents, process flow document, implementation frame-work, guidelines, protocol and user manuals towardsthe requirements.
- To examine data for inconsistencies and follow-up with the states for rectifying the errors in HMIS data and to compile reports based on data analysis using statistical packages (SAS) for different stakeholders
- Liaison with senior officers of the Government / Ministry to operationalize and integrate the analytical framework with HMIS system.
- Undertake periodic field visits to States/UTs and districts to review HMIS data quality, identify challenges and gaps and follow-up with the States for rectifying the errors in data.
- Undertake implementation and operational research and assessments for improving the HMIS portal.
- To provide training to State and District level officers on various aspects of HMIS portal including data reporting formats, reports and utilization of data.
- To develop indicators/templates of reports/dashboards/score-cards as per requirement.
- To identify gaps and analysis of data from HMIS portal and other standard sources for impact and implementation assessment of various programmes at field level and identification of grey areas for monitoring and evaluation.
- To take lead in integration between other applications and HMIS, as and when need arises;
- To provide functional support to developers in maintenance and new developments of HMIS applications.
- Mentor and support the team members and assist the senior officials in tasks related to crafting individual responsibilities, undertaking performance appraisals and conducting team meetings.
- Prepare annual work plans and budget of the Division in coordination with other consultant and team members.
- To undertake other assignments, which may be assigned from time to time by the reporting authority.
Education Qualification/Required Skills & Experience
Essential
- Masters/ PG Diploma in Statistics/ Public Health Informatics/ Operations/ Operations Research/ Demography/ Economics/ Social Sciences/ Development Studies from recognized Institutions of UGC /AICTE.
- 10 or more years in experience of handling HMIS Application of MoHFW at National or State level.
Desired skills
- Knowledge of various schemes and programmes of Ministry of Health & Family Welfare.
- Experience in designing tools and strategies for data collection, analysis and production of reports.
- Proficiency in data analysis, data triangulation, knowledge of Indian Public Health Standards.
- Excellent data analytical skills, documentation, communication and presentation skills.
- Demonstrated ability to work in a multi-disciplinary team environment.
- Ability to carry out given tasks with minimal supervision.
Computer Skills:
- High level of computer proficiency, specifically familiarity with commonly used software like MS Office.
- Ability to use the internet for desk research, literature review and other relevant documents.
- Good interpersonal skills and proven ability to lead teams.
- Excellent written and verbal communication skills to effectively communicate findings to a variety of audiences, including technical and non-technical stakeholders.
- Willingness to travel to any place in the country to provide technical assistance and ability to work on different assignments simultaneously to meet the timelines for assignments.
- Preference would be given to the candidate having experience of working with Centre/State/UT health departments.
- In-depth understanding of HMIS application
Salary
Rs. 1,30,000/- to Rs. 1,70,000/- per month
