Janaagraha began as a movement to promote participatory democracy at the neighbourhood level. We soon discovered, however, that citizen participation alone was not enough.

Governments must also be equipped to deliver infrastructure and services, build their own capacity through training and technology, fully empower elected leaders, and ensure high standards of accountability and transparency.

We then adopted a two-track approach: resolving issues on services and infrastructure through participation, even as we worked to reform the systems that delivered them.

Job Description

Janaagraha and Jana Urban Space Foundation are working as knowledge partners to the Department of Housing and Urban Affairs, Government of Assam on its urban reform programme. Janaagraha is part of an expert team that guides a municipal finance programme; in addition, it is providing support to a programme called ‘Doh Shaher Ek Rupayan’ covering ten cities through a comprehensive reform strategy implemented through convergence of various schemes and programmes. Janaagraha is also involved in providing inputs on organisational development and capacity building. Jana Urban Space foundation is supporting the government in infrastructure reforms.

The proposed position, reporting to the Director of State Programmes, is envisaged to lead the various components of the programme. The incumbent will work closely with the state government as well as the urban local governments.

Job Responsibilities

• Look after the knowledge support to Doh Shaher Ek Rupayan, a reform programme covering ten cities of Assam through convergence; handle the responsibility of cities assigned for taking care of the various programme components, working closely with the ULBs.
• Provide support in programme planning, development, and implementation to the Director, State Programmes and team as necessitated by the context from time to time for Doh Shahar Ek Rupayan as well as for other programme components where Janaagraha is a knowledge partner to the Government of Assam.
• Work closely with the Senior Manager and other members of the team, along with the members deputed by Janaagraha domain teams and Jana Urban Space Foundation in planning programme components and ensuring timely implementation.
• Work with the partner institutions and agencies at the ULB level and state level for programmatic alignment.
• Work closely with the Government of Assam in ensuring coordinated implementation of programme components and reporting challenges for timely resolution.
• Report progress of implementation of different components across partners, with special focus on challenges and exceptions to the programme team of Janaagraha in Assam and ensure timely guidance and support.
• Ensure timely preparation of progress reports, presentations, and proceedings of meetings related to programme implementation.

 Education Qualification/Required Skills & Experience

• Masters’ degree in social sciences, social work, management or related areas from an institution of repute.
• 6-8 years of work experience, of which at least 2-3 years should be in field level implementation of programmes in community development, self-help groups and their federations, local governments, or in an NGO engaged in field implementation of programmes;
• Project Management experience of at least for a year reporting to a middle level leader of programmes of similar positions.
• Experience in working with ULBs or in urban/peri-urban contexts would be an advantage.
• Native fluency in Assamese language would be an advantage.
