The Tata Institute of Social Sciences (TISS) was established in 1936 as the Sir Dorabji Tata Graduate School of Social Work. In 1944, it was renamed as the Tata Institute of Social Sciences. The year 1964 was an important landmark in the history of the Institute, when it was declared Deemed to be a University under Section 3 of the University Grants Commission Act (UGC), 1956.  Since its inception, the Vision of the TISS has been to be an institution of excellence in higher education that continually responds to changing social realities through the development and application of knowledge, towards creating a people-centred, ecologically sustainable and just society that promotes and protects dignity, equality, social justice and human rights for all.

POSITION SUMMARY

The Mental Health Fellow works at the district level to strengthen delivery of evidence-based mental health and substance-use services. The role bridges policy and implementation, working with government health systems, de-addiction and rehabilitation centres, schools, community institutions, and families to improve prevention, treatment, rehabilitation, and relapse-prevention outcomes.

KEY RESPONSIBILITIES

• Provide strategic administrative support: Engage with de-addiction and rehabilitation centres, OOAT centres, other healthcare institutions, and district administrations across Punjab to bolster psychosocial initiatives rolled out as part of the Yudh Nashean Virudh initiative and other programmes pertaining to mental health promotion and substance use prevention, treatment, and rehabilitation.
• Work with district and state administration: Collaborate with district officials to monitor, formulate, and execute ongoing projects concerning mental health and substance use at the district, cluster, and state levels, working in close coordination with multiple stakeholders and governmental departments including the Punjab Police, Department of School Education, and Department of Higher Education.
• Research and embed best practices: Research, implement, and document evidence-based practices related to reducing and mitigating substance use disorder and promoting mental wellbeing in de-addiction and rehabilitation centres, schools, colleges, and communities across Punjab.
• Manage coordination and logistics: Handle communication, logistics, and coordination required for the initiation and implementation of government initiatives and capacity building efforts.
• Support monitoring and supervision: Aid the Data Intelligence and Technical Support Unit (DITSU), AIMS Mohali, and the Mental Health Cell under the Department of Health and Family Welfare in monitoring and supervising various initiatives under the War Against Drugs programme and beyond, including conducting field visits to monitor programme implementation at the district, cluster, and facility levels.
• Document and support programme needs: Support documentation of departmental and district initiatives and undertake additional tasks as assigned by the Department of Health and Family Welfare.

ELIGIBILITY CRITERIA

Qualification Pathway

• Ph.D. in Psychology / Public Health / Social Work or an equivalent discipline in Mental Health
• Current part-time Ph.D. scholar in Psychology / Public Health / Social Work or an equivalent programme (coursework complete, with a No Objection Certificate from the concerned institution)
• M.Phil. in Clinical Psychology*
• Post Graduate Diploma in Clinical Psychology*
• Master's in Psychology / Public Health / Social Work or an equivalent degree in Mental Health

Minimum Experience Required

• No additional experience required Minimum 24 months relevant experience No additional experience required
• Minimum 12 months relevant experience
• Minimum 24 months relevant experience

Maximum Age

• 30 years, as on the closing date for receipt of applications

Nationality

• Citizens of India only

Desirable

• Working knowledge of the regional language; prior experience working with Government
