About the Organization

The National Disaster Management Authority (NDMA), headed by the Prime Minister of India, is the apex body for Disaster Management in India. Setting up of NDMA and the creation of an enabling environment for institutional mechanisms at the State and District levels is mandated by the Disaster Management Act, 2005. NDMA is mandated to lay down the policies, plans and guidelines for Disaster Management. India envisions the development of an ethos of Prevention, Mitigation, Preparedness and Response.

The Indian government strives to promote a national resolve to mitigate the damage and destruction caused by natural and man-made disasters, through sustained and collective efforts of all Government agencies, Non-Governmental Organizations and People’s participation. Job Description

The Procurement & Logistics Professional (Consultants, Senior Consultants, and Lead Consultants) will be engaged to manage and oversee the procurement, supply chain, and logistics operations during disaster response and recovery operations. The roles involve ensuring that procurement processes are in compliance with national standards and that logistical operations are efficient, cost-effective, and responsive to the needs of disaster-affected populations.

• Consultants will support the procurement and logistics operations during emergencies, ensuring the timely supply of goods and services.
• Senior Consultants will lead procurement and logistics efforts, managing the end-to-end process from sourcing to distribution, and ensuring the coordination of logistics across all levels.
• Lead Consultants will provide strategic oversight in procurement and logistics operations, ensuring the integration of procurement strategies into disaster response frameworks and managing the overall coordination of supply chain and logistics activities.

Job Responsibilities

The Procurement & Logistics Professional will work across different levels and will be expected to contribute to the following tasks and responsibilities, with variations in scope and leadership based on the level:

• Supply Chain Management: Consultants will support supply chain activities, including coordinating the procurement and delivery of goods and services. Senior Consultants will manage the supply chain, ensuring efficient sourcing, transportation, and distribution of resources. Lead Consultants will provide strategic direction, ensuring supply chain operations align with national disaster response frameworks and international standards.
• Logistics Coordination: Consultants will assist in coordinating logistics operations during emergencies, including organizing transportation and distribution. Senior Consultants will lead the logistics coordination efforts, ensuring smooth transportation and delivery of goods. Lead Consultants will oversee the logistics strategy, ensuring coordination between multiple stakeholders and the efficient movement of resources.
• Procurement Management: Consultants will support procurement management, including the acquisition of goods and services during emergencies. Senior Consultants will lead procurement activities, ensuring adherence to national procurement guidelines and efficiency in the procurement process. Lead Consultants will provide strategic oversight of procurement operations, managing large-scale procurements and ensuring cost-effectiveness and compliance with regulations.
• Inventory Management: Consultants will assist in managing inventory levels, ensuring that necessary supplies are stocked and ready for distribution during disasters. Senior Consultants will oversee inventory management, ensuring that stock levels are maintained efficiently and that resources are available when required. Lead Consultants will ensure that inventory management is optimized for disaster scenarios, managing large inventories and minimizing waste.
• Distribution Systems: Consultants will support the implementation of distribution systems, ensuring timely delivery of goods to disaster-affected areas. Senior Consultants will manage the distribution process, ensuring that goods are distributed equitably and efficiently. Lead Consultants will oversee the development and implementation of distribution strategies, ensuring coordination with local authorities and stakeholders to ensure resources reach the affected communities.
• Coordination: Consultants will assist in coordinating with various stakeholders, including suppliers, transportation services, and local authorities during emergencies. Senior Consultants will lead coordination efforts, ensuring alignment between procurement, logistics, and disaster response teams during emergencies. Lead Consultants will provide highlevel coordination, ensuring that all logistical activities align with the national disaster management strategies and that all stakeholders work collaboratively during emergencies.

Education Qualification/Required Skills & Experience

Education:

• Master’s in Logistics, Supply Chain Management, Procurement, or a related field.
• Certifications: Professional certification in Supply Chain Management, Operations Management.

Experiences:

• Consultant: 3-7 years of experience in supply chain management, procurement, and logistics coordination in disaster response or development sectors.
• Senior Consultant: 8-12 years of experience in procurement and logistics management, including leadership roles in disaster response operations.
• Lead Consultant: More than 12+ years of experience in managing large-scale procurement and logistics operations, including senior leadership roles in disaster management.
