Job Description

Have you ever wondered why government projects often take longer and cost more than similar private sector ones? Or why does the quality of public expenditure sometimes fall short of expectations? Take the delays in disbursing funds for school infrastructure or road maintenance projects, for instance. These delays can stretch for months, leading to incomplete projects and depleted resources.

At the heart of the problem is a complex process that moves money from one level of government to the final expenditure entity. This creates significant delays in delivering funds, uncertainty for recipients like schools or hospitals, and an overwhelming administrative burden for frontline staff. The ripple effect of these inefficiencies includes service delivery quality and delayed economic development.

While the public finance management (PFM) domain has seen remarkable progress over the last two decades, with government agencies embracing digital platforms to enhance internal efficiencies, much potential remains untapped. Though these platforms have improved cash management, accounting, revenue, and expenditure tracking within departments, the broader goal remains: ensuring that governments spend faster, smarter, and in ways that create tangible benefits for citizens.

The Public Finance Management (PFM) Mission at eGov is dedicated to enabling governments to spend more efficiently, addressing dynamic governance needs, and ensuring better service delivery outcomes. Through our iFIX platform, we aim to support governments in deploying funds quickly, and wisely, so that businesses thrive, citizens receive the services they need, and public money goes further.

Job Responsibilities

The PFM Mission team at eGov Foundation plays a pivotal role in shaping the future of digital governance and public service delivery in India. By collaborating with government bodies, industry leaders, academia, and civil society organisations, the team fosters an enabling policy environment that drives transformative change. As an Associate - Policy & Advocacy, you will be at the forefront of driving policy innovation and advocacy efforts that strengthen public financial management systems across India. In this role, your responsibilities fall into three broad areas:

Ecosystem Mapping and Management:

  • Develop and maintain a comprehensive ecosystem map of government stakeholders, civil society partners, and other key actors relevant to public financial management (PFM) transformation. 
  • Conduct in-depth research on potential partners, and create briefing materials, dossiers, and background notes to support preparation for meetings.
  • Create briefing materials, dossiers, and background notes to support decision-making and strategic engagement with existing government stakeholders to support our state transformation programs.

Policy-Driven Transformation, Impact Assessment, and Research:

  • Work closely with internal teams, the state governments and other partners to drive policy-driven transformation in the PFM domain, ensuring alignment with eGov’s mission and program goals.
  • Collaborate with partner organisations (think tanks, development consultancies, academic institutions, etc.) to design and implement strategies that catalyse the adoption of PFM interventions and improve public service delivery.
  • Support the Monitoring and Evaluation (M&E) partners in measuring and communicating the impact of eGov’s PFM initiatives to internal and external stakeholders, with a focus on citizen-centric service delivery transformation.
  • Support the Mission leadership in engaging with key stakeholders, including think tanks, development consultancies, academic institutions, and behavioural science researchers.
  • Research and document how eGov’s PFM programs contribute to improving public service delivery goals, financial transparency, and governance outcomes across various levels of the government.
  • Provide general writing and presentation support for policy briefs, reports, and advocacy materials.

Thought Leadership and Knowledge Sharing:

  • Contribute to eGov’s thought leadership by authoring or co-authoring papers, articles, and case studies that highlight the impact of PFM initiatives on state transformation and citizen outcomes.
  • Publish insights and experiences in collaboration with government partners, development organizations, and media outlets to advocate for the adoption of PFM best practices.
  • Actively participate in policy dialogues, workshops, and conferences to share learnings and catalyse the adoption of eGov’s PFM interventions.

Education Qualification/Required Skills & Experience

  • Proven experience in stakeholder mapping and engagement, particularly in the public policy or development sector.
  • Strong documentation and knowledge management skills, with the ability to synthesise complex information into clear, actionable insights.
  • Proficiency in data analysis and visualisation tools to support evidence-based decision-making.
  • Excellent communication and presentation skills, with the ability to convey complex ideas to diverse audiences.
  • Familiarity with public financial management systems and governance frameworks is highly desirable.
