Job Description

The Manager, EM&O2 will collaborate closely with the Program Leader to drive strategic initiatives and oversee program implementation across multiple states. The role involves developing comprehensive strategies, managing diverse teams, and engaging with key stakeholders to expand equitable access to medical oxygen through systematic improvements. Based in Delhi, this position will lead a high-performing team focused on achieving critical access goals while reporting directly to the Program Leader. The Manager will be responsible for portfolio growth and building sustainable solutions for life-threatening conditions through robust healthcare system enhancements.

Job Responsibilities

Strategic Program Leadership and Development

  • Co-create and monitor the strategic direction of the EM&O2 program, ensuring equitable access to essential medicines and strengthening public health systems through government-led initiatives.
  • Build the program implementation capacity within the team, ensuring alignment with WJCF policies, and responsiveness to government and donor needs.
  • Develop insights on key program goals, focus areas (e.g., prevention, diagnosis, access, health systems strengthening), and geographies, contributing to program effectiveness.
  • Drive fundraising and business development efforts by leading grant writing, proofreading, and desk reviews of proposals.
  • Work with leadership to identify new areas for expansion and strengthen the program’s scope to deliver impactful results.
  • Assist in resource mobilization, ensuring donor proposals reflect the scale of impactful initiatives and WJCF’s mission.

Processes, Project and Financial Management

  • Guide the development and regular updating of the program's results framework, operational plans, risk registers, and other key process documents to ensure effective execution.
  • Oversee the planning, tracking, and reporting of program budgets in compliance with donor and WJCF requirements.
  • Lead collaborative decision-making around resource allocation, ensuring prioritization is evidence-based and focused on achieving transformational impact.
  • Collaborate with operational teams and finance liaisons to maintain budgetary oversight and ensure financial sustainability.

Stakeholder and Relationship Management

  • Cultivate and maintain strong relationships with key governmental entities, donors, NGOs, and health service delivery points.
  • Engage with government program managers to align and ensure buy-in across all programmatic activities.
  • Build trust-based relationships with senior government stakeholders, particularly within the Ministry of Health and Family Welfare (MoHFW), and key program partners.
  • Lead the development of cross-program collaborations, conceptual linkages, and knowledge-sharing in a resource-constrained and rapidly evolving context.
  • Maintain a stakeholder matrix and guide teams on navigating complex stakeholder relationships effectively, ensuring positive influence and collaboration.

Strategic Communication and Knowledge Sharing

  • Provide regular updates to internal and external stakeholders on program progress, challenges, and successes through reports and presentations. Guide regional leads in replicating these communications for their local stakeholders.
  • Develop communication approaches and materials aligned with WJCF policies to effectively influence decision-making across relevant audiences.
  • Represent WJCF at high-level meetings, workshops, and conferences, both nationally and internationally, showcasing program success and lessons learned.
  • Lead knowledge management efforts, promoting best practices and lessons learned at national and global convenings.

People and Team Management

  • Foster a collaborative and innovative environment, building team resilience, creativity, and adaptability in program execution.
  • Mentor team members, providing guidance, constructive feedback, and career growth opportunities to support professional development.
  • Lead recruitment and capacity building for new and existing team members, ensuring alignment with organizational goals and programmatic needs.
  • Develop and maintain feedback mechanisms to ensure effective team performance and address programmatic and performance issues proactively.
  • Identify and manage program-related risks, escalating issues as necessary, and drive risk management exercises that promote emotional intelligence and team self-awareness.

Technical Expertise and Problem Solving

  • Develop subject matter expertise among program leads, ensuring deep knowledge of program principles and fostering a culture of knowledge sharing.
  • Support evidence-informed initiatives, including hypothesis testing, research, and grant proposal development, ensuring alignment with WJCF’s mission and donor requirements.
  • Lead the development of critical thinking and problem-solving skills within the team, especially in navigating unexpected challenges.
  • Provide strategic insights at technical working groups, high-level meetings, and conferences, representing WJCF as a senior-level expert.
  • Perform any other duties as requested by the program leadership, ensuring smooth operations and alignment with overall organizational goals.

Education Qualification/Required Skills & Experience

  • Bachelor's degree or higher in business administration, management sciences, public health, development studies, public policy or related fields.
  • At least 8 years of experience in a demanding result driven environment in the private or public sector, with increasing levels of responsibility and leadership.

Skills & Traits:

  • Proven track record in successfully managing projects, cultivating relationships, and coordinating the interests of diverse stakeholders.
  • Expertise in navigating complex processes and driving collaborative decision-making, balancing multiple perspectives with professionalism and tact.
  • Exceptional communication skills, both oral and written, in English and Hindi, with the ability to craft compelling presentations and detailed reports to influence and engage stakeholders.
  • High emotional intelligence, demonstrating patience, empathy, and thoughtful leadership even in high-pressure or stressful situations.
  • Strong organizational skills with the ability to work autonomously, prioritize effectively, and manage multiple tasks and deadlines simultaneously.
  • Willingness and flexibility to travel extensively, both within and outside program states and districts, to ensure program success and stakeholder engagement.

Preferred:

  • Prior experience of working in management consulting and/or public health especially governance, systems strengthening, financing and /or management of operations at sub- national level, or similar fast-paced, output-oriented environments.
  • Strong experience of multi-state team management and engaging with government officials and multilateral organizations.
  • Knowledge of health systems strengthening and/or development/social sector consulting experience.
