About the Organization
The National Disaster Management Authority (NDMA), headed by the Prime Minister of India, is the apex body for Disaster Management in India. Setting up of NDMA and the creation of an enabling environment for institutional mechanisms at the State and District levels is mandated by the Disaster Management Act, 2005. NDMA is mandated to lay down the policies, plans and guidelines for Disaster Management. India envisions the development of an ethos of Prevention, Mitigation, Preparedness and Response.
The Indian government strives to promote a national resolve to mitigate the damage and destruction caused by natural and man-made disasters, through sustained and collective efforts of all Government agencies, Non-Governmental Organizations and People’s participation. This is planned to be accomplished by adopting a Technology-Driven, Pro-Active, Multi-Hazard and Multi-Sectoral strategy for building a Safer, Disaster Resilient and Dynamic India.
Job Description
The Program Operations Professional (Consultants, Senior Consultants, and Lead Consultants) will provide technical expertise at varying levels of responsibility. Their roles will revolve around ensuring smooth operational execution during disaster management programs. The roles are structured to accommodate different levels of expertise and responsibility:
- Consultants will provide operational support, focusing on optimizing processes and ensuring that operational strategies are executed efficiently under supervision.
- Senior Consultants will lead the design and execution of operational strategies, manage key performance indicators (KPIs), and provide expert guidance in process design and risk management.
- Lead Consultants will offer high-level leadership, overseeing the entire program's operations, ensuring processes are efficient, risk is managed, and resources are effectively allocated.
Job Responsibilities
The Program Operations Professional will contribute to the following tasks and responsibilities, with variations in scope and leadership based on the level:
- Operational Strategy Design: Consultants will assist in designing operational strategies for disaster management programs, focusing on process optimization and resource allocation. Senior Consultants will lead the design of operational strategies and ensure they align with the overall disaster management objectives. Lead Consultants will ensure that the strategies are scalable and adaptable to various disaster scenarios.
- Process Design and Implementation: Consultants will contribute to the design and implementation of operational processes, ensuring they are efficient and meet program objectives. Senior Consultants will manage the process design, ensuring alignment with the program goals and stakeholder expectations. Lead Consultants will oversee process design at a strategic level, ensuring seamless implementation of operations within national frameworks.
- Process Optimization: Consultants will analyze and improve operational processes to increase efficiency and reduce costs. Senior Consultants will take the lead in optimizing processes, ensuring resources are allocated efficiently and operations are cost-effective. Lead Consultants will oversee the optimization of processes at a strategic level, ensuring operational excellence across all phases of disaster management programs.
- Risk Management: Consultants will help identify potential operational risks and contribute to the development of mitigation strategies. Senior Consultants will lead risk management efforts, ensuring that potential risks are assessed, and strategies are implemented to minimize disruptions. Lead Consultants will provide high-level oversight, ensuring that the disaster management program has comprehensive risk management strategies in place.
- Project Management: Consultants will assist in managing disaster response projects, ensuring they are completed within the specified timeline and budget. Senior Consultants will lead project management efforts, ensuring adherence to project goals, timelines, and KPIs. Lead Consultants will provide strategic direction and oversee multiple projects, ensuring all operations are aligned with NDMA’s disaster management priorities.
- Stakeholder Engagement and Coordination: Consultants will coordinate with internal and external stakeholders, ensuring that operational processes align with stakeholders' requirements. Senior Consultants will lead stakeholder engagement, ensuring smooth coordination between various teams and external partners. Lead Consultants will manage high-level coordination, ensuring that national and international stakeholders are fully engaged and working towards common goals.
- Strategic Oversight and Leadership: Consultants will provide support in implementing operational strategies and managing day-to-day operations. Senior Consultants will lead the operational efforts, providing mentorship to junior consultants and ensuring quality standards are met. Lead Consultants will oversee the strategic direction of operations, ensuring the efficient use of resources, timely implementation, and achieving national disaster response goals.
Education Qualification/Required Skills & Experience
Education:
Master’s in Business Administration, Operations Management, or a related field.
- Certifications: Professional certification in Operations Management, Project Management Professional (PMP) certification.
Experiences:
- Consultants: 3-7 years of experience in operations management, process design, and project management.
- Senior Consultants: 8-12years of experience in managing operations, process optimization, and monitoring KPIs.
- Lead Consultants: 12+ years of experience in program operations, strategy development, and managing large-scale operations.
