About the Assignment

 

Job title                              : Programme Officer: Education, Skills and Livelihood

Global Pathfields is hiring a Programme Officer (PO) based at the New Delhi office. The Programme Officer will provide leadership to Education, Skills and Livelihood programmes of the organisation and ensure coordination at the field level. The Programme Officer will report to Director and will be responsible for overall management and implementation of various programmes of the organisation.

 

S/he will be working in close communication with local implementing partners and share regular updates & reports with the Director on project progress and learnings, flagging implementation challenges or issues, if any. Some of the major duties and responsibilities include but are not limited to:

Job Summary:

Programme Officer will work under the supervision of Director Programmes. The Programme Officer will be responsible for management and implementation of projects at state level.

Roles and Responsibilities:

 

Programme Management

  • Development of annual work plan, project log frame and ensure effective project planning
  • Ensure implementation of programmes at state/district level.
  • Overall coordination of the assigned project/task.
  • Ensure Conceptualisation and implementation of various programmes, as per the project timeline.
  • Monitor overall planning within agreed timelines and ensure deliverables as committed
  • Develop, finalise and implement the project management plan, progress indicators in coordination with the programme director, programme team and implementing partners.
  • Oversee and guide the development of programme documentation, including work plans, budgets, best practices and reports for donor submissions. 
  • Provide assistance by participating, documenting and preparing the minutes of the meetings of the programme activities for follow up action plan.
  • Representing Global Pathfields in the district/state/ national level policy forums
    Attend and represent the organization at relevant meetings and conferences.
  • Conceptualise and development partnerships with Education Department, NSDC, Sector Skill Councils, Private Sector and other stakeholders
  • Develop partnerships with community based organisations for program implementation
  • Develop education, livelihood and skill development programmes in various districts
  • Develop programmes around micro finance with SHGs and other community groups
  • Develop community programmes
  • Develop a cadre of  youth volunteers

 

    Knowledge Management

  • Make sure that project’s monthly/quarterly/annual reports are prepared and submitted to Director for review and onward transmission to the donor. 
  • Develop state and district plans in education, livelihood and skill development
  • Social media management related to programs

 

Resource Mobilization

  • Ensure resource mobilization in the field of education, skills and livelihood from institutional and individual donors
  • Develop concept notes and project proposals in  education, skills and livelihood
  • Develop, manage and mobilize resources through crowd funding platforms, individual, social media etc
  •  

 

    Required Qualification and Experience

  • PG degree in social work/development studies/development management/MBA/others
  • Experience in Education, Livelihood, Skill development implementation programmes such as NSDC
  • Experience in working with children’s education, youth and skills development issues
  • Experience in working with micro finance institutions
  • Proven abilities, conceptually strong in development sector issues.
  • 4-5 years of demonstrated development sector experience in programme management.
  • 4-5 years progressive experience in the Child rights, education, skill development, gender, and M&E sector including demonstrated ability in programme/project management in the area of programme management and implementation.
  • Understanding of programme and policies and its implication in a gender and rights based approaches
  • Experience of quality reporting and documentation (Essential).
  • Computer literate with a very good working knowledge of Windows Microsoft Office.
  • Ability to work independently and as a team player with demonstrated leadership skills, communication, networking and presentation capabilities.
  • Fluency in English and local language.
  • Experience working with diverse groups and knowledge of and respect for local customs.
  • Excellent interpersonal skills, including the ability to respect and work with a range of communities and groups.
  • Highly organised with the ability to prioritise and multi task the work with quality
  • The position required extensive field travel
