Senior Finance Officer – Forest-PLUS 3.0, New Delhi, India
Tetra Tech International Development Services (http://www.tetratech.com/intdev) headquartered in Burlington, VA is currently accepting applications from qualified candidates for the position of Administration & Human Resources Manager for the Forest-PLUS 3.0 program.
Forest-PLUS 3.0 is a three-year program of USAID implemented by Tetra Tech in India from December 2023 to December 2026. The purpose of the program is to provide technical assistance that supports the Government of India to strengthen sustainable, inclusive and data-driven management of forest landscapes. Forest-PLUS 3.0 will build on, scale up, and institutionalize at a national level the solutions developed and piloted by Forest-PLUS 2.0, which was implemented from Dec 2018 to Dec 2023, to support India’s forest-based climate mitigation commitments by: (1) improving the sustainable management and eco-restoration of forest landscapes through technological innovations; and (2) strengthening the institutional and enabling environment for inclusive and resilient forest ecosystems.
The Senior Finance Officer is responsible for managing overall accounting and financial control systems for the Forest-PLUS 3.0 office and for ensuring that adequate and appropriate internal controls are in place to meet generally recognized accounting standards. In addition, s/he will manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient implementation. Specific areas of responsibility include financial report preparation, review and submission to Tetra Tech ARD Home Office, cash flow management. The Senior Finance Officer is a long-term position, for the life of the project, and is based out of New Delhi, India. The Senior Finance Officer reports to the Director, Administration and Finance (DAF).
Role and Responsibilities
- Maintain and update accounting and financial control systems in accordance with US Government regulations and Tetra Tech ARD policies. Maintain financial security by following internal controls.
- Manage the preparation and submission of the Forest-PLUS 3.0 monthly expenditure reports, ensuring they are accurate, complete and submitted to Tetra Tech ARD Home Office by the specified due date each month.
- Manage the preparation and submission of the Forest-PLUS 3.0 monthly fund projections ensuring that they are accurate and complete.
- Work in close collaboration with the DAF and other Forest-PLUS 3.0 technical staff on monitoring the project budget and expense planning.
- Ensure that transactions are appropriately recorded in QuickBooks and ensure Tetra Tech ARD accounting and procurement standards, procedures and policies are followed and implemented.
- Ensure that all bank and cash transactions are conducted in accordance with the procedures set.
- Maintain close coordination with all staff on financial matters and advise them, as appropriate, on matters requiring their attention.
- Manage confidential payment of monthly payroll and payment of income tax.
- Manage the deduction and payment of applicable taxes and ensure filing of such returns with the appropriate authorities.
- Computation of relevant GST data for preparation and submission of returns and statements.
- Other accounting, financial management and administrative tasks consistent with the overall scope of this position, assigned from time to time.
Qualifications:
- Bachelor’s degree in a relevant field, such as Accounting, Finance, Business studies or related discipline.
- Minimum of 8 years relevant professional experience in accounting and finance.
- Strong understanding of and compliance related to Income Tax Act, 1961 and Goods and Services Tax 2017. Knowledge of major elements of the Acts and their application implementation strongly preferred.
- Comprehensive knowledge of payroll administration, including tax computation and deductions.
- Demonstrated experience of operating QuickBooks and Tally ERP accounting software is strongly preferred.
- Proficiency in Salesforce or similar CRM software preferred.
- Proven track record of successfully managing accounting functions, timely and accurate payment processing and recording of the transaction.
- Experience on USAID-funded projects is strongly preferred.
- Strong communication and interpersonal skills, ability to work with all levels and functions within the company.
- Strong computer skills. Proficient in Microsoft Office Suite, especially Excel, Outlook, PowerPoint, SharePoint, and Word.
- Fluency in English, both written and spoken is required.
