About the Organization

Janaagraha began as a movement to promote participatory democracy at the neighbourhood level. We soon discovered, however, that citizen participation alone was not enough.

Governments must also be equipped to deliver infrastructure and services, build their own capacity through training and technology, fully empower elected leaders, and ensure high standards of accountability and transparency.

We then adopted a two-track approach: resolving issues on services and infrastructure through participation, even as we worked to reform the systems that delivered them.

Our learnings and experiences shaped our thinking and led to the development of the City-Systems framework.

Job Description

The proposed position, reporting to the Director of State Programmes, is envisaged to lead the various components of the programme. The incumbent will work closely with the state government as well as the urban local governments. She/he will initially work with the Director of State Programmes and progressively take over the responsibility of independent programme implementation.

Job Responsibilities

• Work closely with Janaagraha’s domain teams in Public Finance Management, Organisational Development, and Policy and Insights as well as the Strategy team at the headquarters, and with the Jana Urban Space Foundation and ensure timely and adequate domain support to the different programme components.
• Work with the Managing Director, Assam Urban Infrastructure Development and Financing Corporation Limited as well as the Secretary and Commissioner, Department of Housing and Urban Affairs, Government of Assam to ensure translation of government priorities and perspectives into programme implementation across the urban local governments.
• Work with the Government of Assam in ensuring coordinated implementation of programme components and reporting challenges and exceptions for timely resolution.
• Work closely with the ULBs covered under the Doh Shaher Ek Rupayan programme and look after various programme components and systems.
• Work with partner NGOs, line departments, and other stakeholders for ensuring smooth implementation.
• Report to and support the Director of State Programmes at Janaagraha for ensuring deep engagement with various programme components at the ULB level as well as at the state level.
• Provide any other support related to programme planning, development, and implementation to the Director, State Programmes as necessitated by the context from time to time.
• Ensure timely preparation of progress reports, presentations, and proceedings of meetings related to programme implementation.

 Education Qualification/Required Skills & Experience

• Masters’ degree in social sciences, social work, management, or related areas from an institution of repute.
• 10+ years of work experience, of which at least 2-3 years should be in field level implementation of programmes in community development, local governments, self-help groups and their federations, or in an NGO engaged in field implementation of programmes
• Project Management experience of at least for 2-3 years, with the experience of reporting to a head of programmes.
• Experience in working with ULBs or in urban/peri-urban contexts would be an advantage.
• Native fluency in Assamese language would be an advantage.
