Desirable Qualification: Master’s/Bachelor’s degree in Engineering, Technology, Computer Applications, Public Policy, Management, or related fields.
Desirable Experience: 6 to 8 years of relevant experience in digital transformation, program management, technology implementation, or e-governance initiatives. Experience working with Government departments, development sector organizations, or large-scale public sector programs preferred.
Essential Skills:
- Demonstrated experience in coordinating with technology vendors/IT partners for platform implementation, rollout management, and issue resolution.
- Strong understanding of digital product design and implementation lifecycle including requirement gathering, UAT, deployment planning, adoption support, and post-go-live stabilization.
- Familiarity with government digital ecosystems, interoperability/integration requirements, API ecosystems, dashboards/MIS systems, and data-driven program management.
- Strong stakeholder management, project coordination, communication, and problem-solving capabilities.
- Ability to manage multiple stakeholders, timelines, and implementation dependencies in fast-paced environments.
- Experience in sectors such as Health, Education, Livelihoods, Governance, or Social Sector programs will be an advantage.
- Strong written and verbal communication skills.
Role Description: PFEL is looking for an experienced technology and consulting professional to drive design, implementation, and institutionalization of digital transformation initiatives and strengthen data-driven decision-making within government systems. The role involves working closely with Ministry officials, technology partners, and internal technology team and provide strategic and operational leadership to drive digital initiatives and deliverables.
Responsibilities:
- Coordinate end-to-end implementation of digital transformation initiatives with State Government departments, IT partners, and internal program and technology teams.
- Act as the key interface between government, program, and technology stakeholders to ensure digital platforms are aligned with operational needs and implementation realities.
- Lead business analysis & requirement gathering, validation, stakeholder sign-offs, UAT coordination, rollout planning, and district-level implementation readiness.
- Drive go-live preparedness and post go-live stabilization, including issue tracking, escalation management, and adoption support.
- Coordinate with government-appointed IT partners, integrators to monitor project timelines, integration priorities, deliverables, and implementation progress.
- Maintain project governance mechanisms including status reporting, risk tracking, dependency management, and leadership updates.
- Support platform adoption through stakeholder engagement, feedback management, and continuous improvement inputs.

Project Samridhi – Bihar: Advancing Girls’ Education through Scholarships
Scholarships play a vital role in promoting girls’ education in rural Bihar, where financial constraints often prevent families from sending their daughters to school. By covering both direct and indirect expenses—such as tuition fees, textbooks, uniforms, and transportation—scholarships reduce the economic burden on households, making education more accessible and attractive. They also serve as a strong incentive for parents to enroll and retain their daughters in school, helping to reduce the incidence of early marriage and child labour.
Project Samridhi adopts a comprehensive, systems-driven approach to strengthen girls’ educational journeys from primary to secondary levels. At the policy level, the project provides technical assistance to the state government to enhance scholarship design and delivery mechanisms. This includes improving resource allocation, strengthening administrative processes, and ensuring that scholarship amounts are periodically revised to keep pace with inflation, thereby sustaining their effectiveness.
At the grassroots level, the project works closely with schools, communities, and families to build awareness and promote a culture of scholarship utilization. Through targeted outreach and engagement, it aims to boost enrolment, improve attendance, and support smoother transitions between grades, especially during critical stages.
To ensure long-term sustainability, Project Samridhi also supports the development of technology-enabled solutions. By integrating and strengthening existing scholarship portals and streamlining processes, the project enhances efficiency, transparency, and accessibility, ultimately creating an enabling ecosystem for girls’ education in Bihar.
