About the Organization

The National Disaster Management Authority (NDMA), headed by the Prime Minister of India, is the apex body for Disaster Management in India. Setting up of NDMA and the creation of an enabling environment for institutional mechanisms at the State and District levels is mandated by the Disaster Management Act, 2005. NDMA is mandated to lay down the policies, plans and guidelines for Disaster Management. India envisions the development of an ethos of Prevention, Mitigation, Preparedness and Response.

The Indian government strives to promote a national resolve to mitigate the damage and destruction caused by natural and man-made disasters, through sustained and collective efforts of all Government agencies, Non-Governmental Organizations and People’s participation. This is planned to be accomplished by adopting a Technology-Driven, Pro-Active, Multi-Hazard and Multi-Sectoral strategy for building a Safer, Disaster Resilient and Dynamic India.

Job Description

The Social Protection Professional (Consultants, Senior Consultants, and Lead Consultants) will be engaged to provide technical expertise at varying levels of responsibility and experience. They will contribute to the design, implementation, and evaluation of social protection programs that are critical to disaster recovery efforts. The roles are structured as follows:

  • Consultants will assist in the implementation of social protection programs, supporting policy advocacy, vulnerability assessments, and program delivery.
  • Senior Consultants will lead the design and execution of social protection strategies, provide guidance on program implementation, and advocate for policy changes to enhance social welfare systems.
  • Lead Consultants will provide high-level leadership and oversight, ensuring the integration of social protection strategies into national and state-level disaster management frameworks and overseeing the effectiveness of programs.

Job Responsibilities

The Social Protection Profesisonal will be expected to contribute to the following tasks and responsibilities, with variations in scope and leadership based on the level:

  • Social Welfare Programs: Consultants will assist in the implementation and monitoring of social welfare programs aimed at supporting disaster-affected populations. Senior Consultants will take the lead in designing these programs, ensuring they meet the specific needs of affected communities. Lead Consultants will provide strategic oversight to ensure that the programs are aligned with NDMA’s broader disaster recovery and resilience strategies.
  • Vulnerability Assessment: Consultants will assist in conducting vulnerability assessments to identify the most affected populations and ensure that social protection efforts are directed to those who need it most. Senior Consultants will lead vulnerability assessments, utilizing data to design tailored social protection interventions. Lead Consultants will oversee the entire vulnerability assessment process, ensuring comprehensive coverage and the accuracy of data to inform policy and program decisions.
  • Policy Advocacy: Consultants will support advocacy efforts to improve policies that address social protection and poverty reduction in the context of disasters. Senior Consultants will lead advocacy efforts, working with local, state, and national governments to push for policy changes that improve social protection programs. Lead Consultants will take a leadership role in advocating for systemic changes and ensuring that policy initiatives align with international best practices.
  • Social Protection Program Design: Consultants will contribute to designing and implementing social protection programs, ensuring they are responsive to disaster-related needs. Senior Consultants will lead the design and execution of these programs, working to integrate them into broader disaster management strategies. Lead Consultants will ensure that program design is comprehensive, sustainable, and aligned with both national and international frameworks.
  • Poverty Reduction Programs: Consultants will assist in the implementation of poverty reduction initiatives that are aimed at providing long-term relief to disaster-affected populations. Senior Consultants will lead poverty reduction programs, ensuring that they are tailored to meet the specific needs of vulnerable communities. Lead Consultants will provide strategic guidance to ensure these initiatives are successful and sustainable in the long term.

Education Qualification/Required Skills & Experience

Education:

Education:

  • Master’s in Social Work, Public Policy, or a related field.
  • Certifications: Professional certification in Social Protection, Development Studies

Experiences:

  • Consultant: 3-7 years of experience in social protection program design, vulnerability assessment, or poverty reduction initiatives.
  • Senior Consultant: 8-12 years of experience in designing and implementing social protection programs, policy advocacy, and social welfare initiatives.
  • Lead Consultant: More than 12+ years of experience in leading large-scale social protection programs, policy development, and strategic planning in disaster-affected areas.
