Job Description/Responsibilities

The State Anchor cum City Lead will be responsible for implementation of program at the State level and in the State capital. Some of the activities to be undertaken by the individual will include:

Strategic Development and Program Implementation

  • Develop and oversee the execution of interventions under inREPLACE tailored to the unique needs of the city and state.
  • Design and refine SWM/PWM specific study tools, templates, and action plans to ensure effective execution of project objectives.
  • Lead the design and execution of sustainable solutions for plastic waste reduction, including interventions such as Plastic reduction action plan, challenge funds, digital marketplaces, capacity building program, zero-waste rating systems, etc.
  • Coordination with partners and sub-consultants to ensure the project delivery as per their respective scope of work.

Collaboration and Communication

  • Facilitate strong collaboration and communication among city/state teams, government bodies, and national support team, to optimize and enhance project outcomes.
  • Serve as a key liaison between local stakeholders and national team, ensuring alignment with broader program goals and policies.
  • Ensure transparent and accurate reporting, highlighting key achievements and areas for improvement

Private Sector Engagement

  • Drive private sector engagement to evaluate and integrate innovations within the PWM sector.
  • Lead initiatives to foster partnerships with businesses and industry leaders to drive sustainable practices and resource mobilization

Capacity Building and Training

  • Coordinate training programs and capacity building for local stakeholders and frontline workers to ensure the effective adoption of best practices.
  • Manage the preparation and dissemination of detailed program documentation and reporting to stakeholders at various levels.

Education Qualification/Required Skills & Experience

  • At least a master’s degree in the following areas: Waste management, environmental science, urban planning, urban and regional development, public policy, civil/ mechanical/ chemical engineering, biochemical science, or related fields.

Experience Requirements:

  • At least 10-15 years’ experience in areas of municipal solid waste, circular economy, municipal service delivery, project management etc.
  • Good knowledge of industry standards and emerging challenges and solutions in plastic waste management sector. Familiarity with environmental regulations, urban development policies, and sustainability practices within the Indian context.
  • Demonstrated leadership, and experience of leading large teams on complex municipal service delivery programs across India.
  • In-depth knowledge of stakeholders, processes, and institutional set-up of municipal waste management in India, at the national, state and ULB level.

Essential Skills:

  • Candidate’s experience should have a combination of project management, team leading and core technical experience.
  • Ability to lead multi-sectoral work in SWM, including in areas of development of SWM/ PWM plans, capacity building, behavioral change, private sector collaboration. Experience working with municipal corporations and state governments is preferred.
  • Strong ability to engage with stakeholders from government, donor, private and informal sectors, with capacity to support, liaison, and influence governments to develop new strategies, action plans and policies.
  • Confident communications skills to engage with senior government, donor, and private sector officials, with strong presentation and delivery skills.
  • Fluency in English and experience with multiple donor/international agencies.
