Girl Effect is an international non-profit that builds media that girls want, trust and need. From chatbots to chat shows and TV dramas to tech, our content helps adolescent girls in Africa and Asia make choices and changes in their lives.
We create safe spaces for girls, sharing facts and answering questions about health, nutrition, education, and relationships, empowering girls with the skills to negotiate and redefine what they are told is possible “for a girl”.

About the Proposal
The purpose of this RFP is to identify and select a diverse pool of individual consultants with a proven track record of providing high-quality MERL services, capable of addressing the complex needs of our programs. By creating a pre-qualified roster, Girl Effect seeks to streamline the procurement process and engage consultants with the appropriate skills and experience when specific project opportunities arise.
What You’ll Do
The selected consultants will be expected to provide a variety of MERL services, including but not limited to:
- Evaluation: Conduct comprehensive and robust evaluations, including baseline, midline, and endline studies, RCTs, quasi-experimental designs, and theory-based or contribution-focused approaches suited to complex social and behavioural change programming.
- Monitoring: Design and implement monitoring systems, including development of MERL frameworks, theories of change, indicator matrices, data collection, analysis, and reporting.
- Research: Undertake thorough formative research studies and literature reviews, assessments, and data analysis to inform program design and decision-making.
- Learning: Facilitate learning processes, including knowledge sharing and adaptive management. This may include content or concept testing and co-creation workshops, and writer immersion sessions.
- Specific tasks and deliverables will be defined on a per-project basis, depending on the scope of each project and will be agreed upon in the contract for that work.
Who You Are
To be eligible for consideration, consultants must meet the following criteria:
- Experience: Proven experience in providing MERL services, particularly in Ethiopia, Tanzania, India, Kenya, South Africa and/or Nigeria as well as experience designing and delivering contextually grounded and equity-centred MERL approaches, including collaboration with local researchers, institutions, and communities.
- Technical Expertise: Demonstrated technical capacity in monitoring, evaluation, research, and/or learning methodologies. Strong skills in qualitative and quantitative analysis, mixed-methods integration, and interpretation of findings for decision-making.
- Thematic Expertise: In at least one of our priority thematic areas: Social and Behaviour change programming, or any of the following: Sexual and Reproductive Health and Rights (SRHR), vaccination and immunisation demand generation, education, mental health and wellbeing, economic empowerment and livelihoods, gender norms and equality, child marriage prevention, and violence prevention (including violence against children and GBV/TFGBV).
- Qualifications: Qualified professionals with relevant MERL expertise, with advanced degrees and experience in the field.
- References: At least three relevant references from previous clients for whom the consultant has provided MERL services in the past three years.
- Compliance: Ability to comply with all legal, regulatory, and ethical standards in the countries where the services will be delivered.
- Financial Capacity: A stable financial position with the ability to handle multiple, simultaneous contracts.
Eligibility
Eligibility requirements to register on the GE consultant Database. The consultants shall not be on any of the following:
- World Bank designation list: https://www.worldbank.org/en/projects-operations/procurement/debarred-firms
- Designated Nationals and Blocked Persons List maintained by the U.S. Treasury on https://sanctionssearch.ofac.treas.gov;
- Active exclusion on System for Award Management (SAM) (gov);
- Blacklisted by any government or multilateral banks such as the World Bank and the African Development Bank;
- The Individual confirms that it has never been involved/convicted of fraud and/or corruption in its past dealings.
