Job Description

The City Data and Analytics Platform (CDAP) is a flagship initiative that enables governments to access, integrate, and use data for better decision-making, planning, and monitoring across urban departments and cities.

The Associate – Data Science (State Partnerships) will play a key role in supporting Janaagraha’s collaboration with state governments to operationalise the City Data and Analytics Platform (CDAP) and related data-driven initiatives. The role involves sourcing, cleaning, and analysing diverse datasets from multiple state and city departments; building and maintaining data workflows and visualisations; and supporting the generation of actionable insights for decision-making. The position requires strong analytical and technical skills with a willingness to learn and work collaboratively with senior team members and stakeholders.

Job Responsibilities

State and CDAP Partnership Support

• Support the implementation of the City Data and Analytics Platform (CDAP) across partner states.
• Assist in integrating and standardising datasets from state departments (e.g., urban development, housing, transport, sanitation, finance) as well as those from respective city departments.
• Contribute to the development of state and city-level dashboards, analytics reports, and visualisations that enable performance tracking and evidence-based decision-making.
• Liaise with state and city officials and technical teams to clarify data structures, formats, and use cases with support from senior colleagues.
• Support capacity-building efforts through demos, workshops, and training sessions for state/city data and planning teams.

Data Engineering and Analytics

• Contribute to data sourcing, cleaning, validation, and standardisation of spatial, administrative, and survey datasets as well as others.
• Assist in maintaining ETL (Extract–Transform–Load) pipelines, APIs, and data processing workflows for state data systems under guidance from senior team members.
• Conduct statistical, geospatial, and temporal analyses to identify trends, patterns, and insights.
• Create and update visual dashboards, data documentation, and metadata to ensure transparency and reproducibility.

Applied Research and Policy Insights

• Contribute to analytical studies and use cases that demonstrate the value of data in improving state and city-level governance outcomes.
• Prepare analytical summaries and visual narratives to support presentations, policy briefs, and decision support tools.
• Collaborate with research, policy, and technology teams to identify and showcase impact-driven data use cases.

Data Governance and Organisational Practices

• Follow Janaagraha’s established data governance, privacy, and quality assurance protocols.
• Contribute to strengthening internal data management systems and promoting data literacy across teams and partners

Education Qualification/Required Skills & Experience

• Bachelor’s degree in Data Science, Computer Science, Economics, Statistics, Urban Analytics, or related fields.
• 1–3 years of relevant experience in data analysis, data engineering, and/or geospatial analytics.
• Experience working with structured and unstructured datasets.
• Proficiency in Python and SQL for data wrangling and exploratory analysis.
• Experience with one or more visual analytics tools (Power BI, Tableau, or similar).
• Exposure to GIS tools such as QGIS, PostGIS, or equivalent.
• Familiarity with public datasets, particularly in governance, infrastructure, or social development domains.
• Understanding of data version control and reproducible workflows.
