ICLEI's South Asia Secretariat operates from New Delhi, India. Engagement with cities is enabled through project offices located across cities and states in India, Nepal and Bangladesh. With a membership base of over 70 cities, ICLEI South Asia offers a wide range of technical services, support and customized methodologies on sustainable urban development, climate change, energy through donor funded programs and projects. ICLEI South Asia helps cities strengthen their technical capacity, improve awareness of sustainability issues among elected representatives, administrators and citizens, provide information, and develop a greater capacity for cities to deliver basic services in the most sustainable manner.

Function

The City Associate will be responsible to provide on-ground technical and coordination support in the implementation of an ongoing project on ongoing electronic waste management. The City Associate is expected to undertake day to day coordination with the Pune City Municipal Corporation, city offices of the State Pollution Control Board and other relevant government or non-government agencies. Provision of liaising support with various state, district and local government authorities and departments, and local stakeholders for project related work (including relevant industry associations, academia, civil society and other stakeholders) is expected.

The City Associate will be responsible for assisting with wide-ranging data collection and compilation, assistance in technical analysis, project coordination activities related to developing e-waste management plans for the Pune City Municipal Corporation.

The City Associate will be responsible for such tasks as:

  • Assist in all project related activities along with close collaboration with the Project Manager/Reporting Officer to ensure their completion as per the work plan and timelines.
  • Assist the team in research, data collection, waste audits, quantification, characterization and analysis related to preparing and updating waste management plans, including e-waste, especially ground-truthing solid waste management practices.
  • Independently collect and compile information and assist the team in analyzing the collected information for developing baseline assessment of the existing MSWM system in the city specifically on electronic waste, identify gaps in terms of legal compliance, manpower and infrastructure requirement, suitability of technologies, operation and management of services, institutional capacities, training needs, community engagement, awareness raising, and fiscal resources.
  • Identify and coordinate with key stakeholders as necessary for identifying key issues, challenges and assessment of key priorities of the state in the e-waste sector.
  • Assist the team in documentation of all project related activities in line with the discussions held with the Project Manager/ Reporting Officer.
  • Facilitate and organize meetings for the team with the state, district and local level officials, and other stakeholders to help advance project implementation as necessary.
  • Assist the team in organizing and conducting training and knowledge exchange programs, focused group discussions with government officials and various stakeholders as part of the capacity development and awareness generation process. Support preparation of background documents/knowledge products and other relevant documents for wider dissemination and outreach.
  • Assist in developing and maintaining the content for keeping the project information updated on the ICLEI South Asia website with guidance from Project Manager/ Reporting Officer.

Mandatory Qualifications:

Experience:

  • Minimum two years of relevant, post qualification, professional experience in solid waste management, environmental sustainability, or climate change projects.
  • Working experience with government institutions in the waste/ climate sector will be an advantage.

Education:

  • Master’s degree or equivalent post-graduate education in Planning/Engineering/Science (environmental/energy/climate change/mechanical) or allied fields.

Language:

  • Fluency in English and Marathi (Read/Write/Speak)
  • Fluency is Hindi (Read/Write/Speak) will be an advantage

Rated Qualification:

Competencies:

  • Full familiarity with relevant computer applications (MS Excel, Word, PowerPoint, GIS, any other tools and applications).
  • Excellent report writing, IT and communication skills.
  • Should have capabilities and proven experience related to waste sector, climate change and planning, data synthesis and analysis, and preparation of high-quality technical and policy documentation.
  • Ability to work independently & as part of a team and willing to travel.
  • Excellent inter-personal and team skills and ability to work in a multi-cultural environment.
  • Have good understanding of the waste sector and policy scenario and implications at the city/state level.
  • Experience in maintaining collaborative relationships with diverse stakeholders to achieve desired results.
  • Enthusiastic attitude and willingness to learn, adapt and take on a wide range of responsibilities across different environment and development sector subject areas.
  • Ability to work under tight deadlines and under pressure.
  • Ability to handle multiple tasks simultaneously.
