Partnering Hope Into Action Foundation (PHIA) is a Charitable Trust registered in Delhi in 2005. It works across multiple geographies on addressing issues which act as barriers for communities to thrive. PHIA’s focus has been on the disadvantaged and vulnerable communities who are left behind in the development interventions.

PHIA works in partnership with multiple stakeholders including government, private sector, philanthropy institutions, civil society organisations, academic institutions and community-based organisations with this focus. Its interventions and programs are spread in the states of Bihar, Jharkhand, Madhya Pradesh, Uttar Pradesh, Delhi NCR, Ladakh and Punjab. PHIA’s community centric work is on a range of issues including education, WASH, strengthening local governance, climate change adaptation, sustainable livelihoods through strengthening value chains benefiting communities, and food and nutrition security for communities.

Job Description

PHIA Foundation is seeking an experienced Finance Manager to oversee and manage the financial operations of the GROW+ project. The role will ensure sound financial management, compliance with donor and organisational requirements, accurate reporting, and efficient use of resources to support the successful delivery of project outcomes. The Finance Manager will work closely with programme teams, partners, and donors to maintain transparency, accountability, and sustainability in financial operations.

Job Responsibilities

Financial Management & Budgeting

  • Manage the overall finance and accounting system in Jharkhand and other states.
  • Finalise project budgets and ensure timely submission of donor reports.
  • Support the preparation and submission of budgets for new proposals within stipulated timelines.
  • Prepare and submit monthly Budget vs. Actual financial variance reports to the Senior Leadership Team.

Compliance & Monitoring

  • Ensure compliance with the terms and conditions of grant agreements.
  • Knowledge of FCRA, Income Tax, GST, PF, ESI, CSR, and statutory compliances
  • Coordination with Delhi HO for Statutory, Internal, and Grant Audit
  • Regularly monitor project finances to ensure alignment with approved budgets and donor requirements.
  • Oversee fund flow management, ensuring timely payments to staff and vendors.
  • Monitor procurement processes across projects, ensuring timely documentation sharing with Jharkhand and Delhi offices.

Accounting & Reporting

  • Ensure accurate and complete accounting entries for all projects.
  • Coordinate statutory, internal, and donor audits in collaboration with Jharkhand and Delhi offices.
  • Prepare management reports for the Senior Leadership Team as per requirements.

Payroll & Staff Benefits

  • Prepare monthly salary data in consultation with the HR department and share with the Delhi office.
  • Ensure staff are registered for entitled benefits such as Insurance, PF, and ESI, liaising as required to complete registrations.

Systems, Controls & Documentation

  • Build and maintain systems for proper upkeep of financial documents and timely submission to the Delhi office.
  • Implement and monitor internal control systems, identifying areas for improvement.

Capacity Building & Support

  • Conduct capacity building of finance teams on organisational financial policies and procedures.
  • Provide financial guidance to project and programme staff to strengthen compliance and reporting.

Partners’ Financial Management

  • Support partner organisations in finalising project financial reports, ensuring adherence to project timelines.
  • Guide partner finance teams in maintaining proper financial documentation in compliance with donor requirements and organisational policies.

Other Responsibilities

  • Undertake additional tasks as assigned by the line manager.

Education Qualification/Required Skills & Experience

  • Applicant must have a postgraduate degree or a higher degree in Finance , with experience of over 10+years.
  • Minimum 5 years of proven work experience as a Finance Manager/ Finance and Admin Manager or any equivalent position.
  • Strong attention to detail and accuracy
  • Flexibility and adaptability
  • Display a clear commitment to community work, carry interpersonal skills to communicate with the community and staff.
  • Have good writing skills to draft and understand third-party contracts, letters, and other communications.
  • Willingness to travel to the field extensively as required in the project.
  • Computing Skills (Should be well versed with Tally ERP, MS Office, especially Word, Excel, PPT and electronic communication).
