Key Responsibilities:
- Provide support, monitoring, training, and guidance to the finance team at State Health Society Bihar and District Health Societies & other Implementing Agencies, Government of Bihar (GoB).
- Oversee the design and implementation of innovative public finance solutions, including the adoption of new technologies and best practices.
- Conduct joint field visits to districts and blocks to review financial management performance, undertake financial studies, and prepare status reports with actionable recommendations.
- Stay updated on evolving financial management and budgeting practices under the National Health Mission, including sector innovations and best practices.
- Collaborate closely with stakeholders within client organizations to ensure effective project execution and seamless knowledge transfer.
- ∙ Deliver impactful presentations, workshops, and training sessions for clients and internal teams.
- Lead and manage specific components or work streams within the public finance activities of the CoE GIS, ensuring alignment with overall project goals and timelines.
- Provide technical leadership and expertise in one or more key areas of public financial management, such as budget planning, fund forecasting, MIS generation and compliance.
- Develop and implement detailed work plans, monitor progress against targets, and ensure timely delivery of outputs.
- Lead the assessment of existing public finance systems, conduct in-depth analysis of challenges and opportunities, and develop evidence-based recommendations for improvement.
- Contribute to the development of project proposals, reports, and presentations for donors and stakeholders.
- Represent the project in relevant forums, workshops, and meetings.
- Ensure compliance with project policies, donor requirements, and national/state regulations. ∙ Contribute to the monitoring and evaluation of project impact, including the development of performance indicators and the analysis of project data.
- Perform any other tasks as assigned by the Senior Program Manager or Program Director.
Qualifications:
- Essential: Bachelor's degree in Commerce
- Desirable: Master’s degree in Commerce or Business Administration, or a related field.
Desirable Experience:
- 5 years of experience in Financial Management (preferably in Public Finance).
- Proficiency in Tally and MS Office (Word, Excel PowerPoint), Power BI, AI.
- Strong knowledge of financial management, compliance systems, program budgeting, project finance, and variance analysis. Good understanding of program objectives.
Essential Skills:
- Ability to train and mentor field teams on financial management and budgeting to build techno-managerial skills, and to develop subordinates into effective mentors.
- Proficient in computerized accounting systems (e.g. Tally, PFMS).
- In-depth understanding of financial management principles, strategies, and best practices, particularly within the public health sector.
- Proven experience in managing and implementing complex public finance initiatives, with demonstrable results.
- Strong analytical and problem-solving skills, including the ability to analyze complex data and develop strategic recommendations.
- Excellent leadership, management, and team-building skills, with experience in mentoring and supervising staff.
- Exceptional communication (written and verbal), presentation, and interpersonal skills, with the ability to effectively engage with high-level stakeholders.
- Proficiency in using MS Office Suite (Word, Excel, PowerPoint) and project management software.
- Fluency in English and Hindi.
Optional Skills:
- Experience working on large-scale, donor-funded projects.
- Familiarity with digital health solutions and their application in public finance.
- Experience in developing and delivering tools/ training programs for government officials and other stakeholders. ∙ Knowledge of the public health system, policies, and programs in India.
- Experience in conducting various analyses related to public finance, including budget variance analysis, expenditure tracking, cost-effectiveness studies, fund flow assessments, and fiscal space analysis.
- Skilled in interpreting financial data to support evidence-based decision-making, improve resource allocation, enhance efficiency of public spending, and ensure compliance with government financial regulations and donor requirements.
Travel: This role will require travel (Local and outstation) and need based visits to health department, district govt office locations for meetings, implementations and for meetings with team members.
