Trickle Up is a nonprofit organization dedicated to empowering those in extreme poverty, particularly vulnerable and marginalized groups such as women, people with disabilities, indigenous communities, and refugees across the Americas, Africa, and India. Since 1979, we have worked tirelessly to help individuals build resilient livelihoods and break the cycle of poverty. Committed to eradicating extreme poverty by 2030, our vision is a world free from such hardships. We aim to reach 5 million people, supporting 1 million ultra-poor women to exit extreme poverty by 2030 through partnerships with local organizations, global institutions, and governments. In India, where we began our work in 1983, we have supported over 150,000 ultra-poor women in 22 districts across Jharkhand, Odisha, and West Bengal. Our approach focuses on generating evidence, learning, and influencing key stakeholders to adopt effective strategies, including integration with government programs like the National Rural Livelihood Mission. We collaborate closely with government partners at various levels to ensure that the poorest individuals benefit from available services and support. With a commitment to quality and scalability, Trickle Up continues to strive for impactful change in the lives of those in extreme poverty.

About the Proposal

The Ultra Poor Responsive Panchayat Project represents a collaborative effort between Trickle Up, PRADAN, and local governance bodies aimed at uplifting identified ultra-poor households across four Gram Panchayats in the Jeradih block. This multifaceted project employs a two-pronged approach to achieve its objectives. Firstly, it involves active engagement with local governance and community-based organizations to foster an environment conducive to socio-economic upliftment. Secondly, it focuses on the transformation of families through the graduation approach.

As part of the Ultra Poor Graduation Approach (UPGA), this assignment emphasizes the development of sustainable livelihood plans for households by identifying products and services that are in demand within the area. Through this comprehensive strategy, the project aims to empower ultra-poor households, enabling them to break free from the cycle of poverty and achieve long-term economic stability.

Objectives of the study

  • Developing a process guide which entails step-by-step document of project implementation so far and explains how to replicate the the model in other areas with the processes mentioned.
  • Assess what worked/did not work well and identify key barriers and enablers for an effective implementation mechanism and processes related to the project
  • Analyze the extent to which the best practices and learnings from the implementation of project can be scalable in other areas,
  • Capturing the perceptions of stakeholders and changes in these perceptions
  • Using the information to support reflection and learning to improve the process
  • Assisting the external stakeholders to understand the process, changes in knowledge, attitudes, and behaviours that were necessary to achieve results

Scope of Work

The documentation will be conducted in 4 Gram Panchayats of Jaridih block in Boakaro district of Jharkhand. The consultant/agency in collaboration with Trickle Up and PRADAN programs will document the process of implementation with the lessons learnt, best practices, challenges with the perceptions of the stakeholders involved. Content wise, the documentation will focus on capturing the step-by step implementation processes which includes the tools used, identifying successful stories and best practices related to Gram Panchayats responsiveness in ultra-poor interventions. It will assess what worked well and what did not work well and identify learning from implementation process. It will also analyze the replicability and scalability of the program approach under different contexts. The evidence to be generated from this documentation will be used to influence policy change and system strengthening for Gram Panchayats in prioritizing and addressing extreme poverty and scale up best practices in other districts and states.

Deliverables

  • Inception report - The inception report includes design & methodology i.e. concepts/approaches/strategies, suggested data/process capturing tools, documentation products, work plan and timeline for the successful completion of the assignment.
  • Program implementation processes and tools including all the stakeholders, successful stories, best practices, what worked well and not, factors contributing to success/failure, enabling factors, conclusions, and recommendations.
  • Draft report and presentation - The report must include the above points. A detailed power point presentation along with the full draft Report is required to be shared and presented to Trickle Up before finalization.
  • Final report - The final report needs to integrate, apart from the points mentioned above, findings, recommendations, and comments from all the relevant stakeholders along with the tools utilized along with the feedback provided by Trickle Up.
  • Along with the Report & PPTs, the Agency/ institution will submit Trickle Up India Foundation, the following things:
  • Electronic copies of all data sets.
  • All quantitative and qualitative data (completed questionnaires, recorded interviews, focus groups, etc).
  • Any other documents that will be used or collected during the consultancy.

Eligibility

  • The applicant agencies/ institutions should have proven experience of conducting similar assignment in Government of India/ State Governments, International agencies or project funded by agencies.
  • Knowledge of ultra-poor, women empowerment, entrepreneurship development and value chain identification.
  • Significant experience in conducting and designing process documentation, framework, use of participatory techniques, evaluation.
  • The lead researcher should have at least 10 years of experience in research, evaluation, assessments, documentation in rural poverty, social & economic inclusion of ultra-poor and local self -governance.
  • The agency/ institution should have sound knowledge on the socio-economic scenario of rural Jharkhand.
