Position: Accounts Officer / Sr. Accounts Officer / Associate Finance Manager
Base location: Patna, Bihar
a. Role & Responsibilities
1. Financial Systems:
- Ensure accurate and timely accounting and maintenance of books of accounts of the State branch in accordance with the organisation’s systems and guidelines.
- Efficiently manage funds of the State branch.
- Day to day funds management
- Investment (fixed deposits) Tracking and Management
- Preparation and implementation of Investment Proposal as per approval
- Tracking of Earmarked Funds & their applications
- Ensure compliance with organisational policies, procedures, and guidelines related to finance and accounting systems.
- Team Building -
- Ensure compliance with the terms and conditions related to sponsors' financial or accounting procedures/guidelines as stipulated in agreements, MoUs, or other project documents.
2. Finalization of Accounts:
- Maintenance of books of accounts up to the Final Accounts.
- Scrutinize ledger accounts and take corrective actions as needed.
- Allocate unallocated expenses appropriately.
- Prepare utilisation certificates for projects.
- Prepare the State Unit Balance Sheet and Income & Expenditure Statements.
3. Audit:
- Ensure planning for internal and statutory audits is in place, that they are conducted regularly, and that audit observations are complied with.
- Conduct any special audits as required, following established guidelines.
- Submit timely financial reports to statutory authorities, government agencies, management, sponsors, project leaders, and the head office.
- Ensure internal checks and controls are established and maintained.
4. Statutory Compliances:
- Submit timely financial reports to statutory authorities, government agencies, management, and sponsors.
- Ensure compliance with internal guidelines and standing orders.
5. Management Information System (MIS):
- Submit financial MIS reports in accordance with the procedures laid down by the organisation, ensuring timeliness and accuracy.
6. Budget and Budget Monitoring:
- Compile and check organizational and project budgets in alignment with the work plan submitted by technical and other teams.
- Prepare and submit the "Budget-Actual-Variance" statement for organisational and project budgets.
7. Others:
- Purchase Committee: As a member of the Purchase Committee, ensure procurement systems are followed according to organisational norms.
- Staff Welfare Committee: As a member of the Staff Welfare Committee, ensure that staff welfare-related facilities are provided in accordance with organisational norms.
- Management Committee: As a member of the Management Committee, prepare minutes of meetings and circulate them along with action taken reports.
- Investment Committee: As a member of the Investment Committee, prepare proposals, conduct meetings, and prepare minutes of meetings for submission and review as per the delegation of authority.
- Liaison: Liaise with banks, government departments and sponsors as required.
- Other assigned work: Undertake any other tasks assigned by the senior management of the Organisation.
b. Qualifications, skills, experience, competencies
- CA-Inter / ICWA / ICWA-Inter.
- 3 – 5 years domain experience.
- 3 years hands-on experience in ERP software.
- Proficient in MS Office (Word, Excel, Power Point).
- Well conversant in English and Hindi.
- Proactive approach to work, good follow-up and follow-through.
- Open to learn, assimilate and adopt new and emerging developments.
- Good interpersonal communication, people management and networking skills.
- Any other qualification as per relevance and experience may also be considered.
c. Remuneration
- Negotiable. CTC will be commensurate with qualification and experience.
