About the Organization

The International Rice Research Institute (IRRI) is dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. IRRI is an independent, nonprofit, research and educational institute, founded in 1960 by the Ford and Rockefeller foundations with support from the Philippine government. The institute, headquartered in Los Baños, Philippines, has offices in 17 rice-growing countries in Asia and Africa, and over 1,000 staff. Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.

The IRRI South Asia Regional Centre is a regional facility that supports research collaboration, training, and service provision to institutions, scientists, and other stakeholders from India and other South Asian and African nations. Centre aims to (1) enhance South-South collaboration and strengthen the capacity of rice-growing countries in South Asia and sub-Saharan Africa in crop production, seed quality, and to enhance farmers’ income (2) deliver research for development services for the private and public sectors through its state-of-the-art laboratory facilities for grain quality, crop production and nutritional quality and (3) enable knowledge transfer through short courses on rice-based agri-food systems and other IRRI Education products within the region. Besides, ISARC in-house all the IRRI Programs operating in South Asia and providing them research and capacity building support.

Job Description

This position will support the CSSM an with the general direction of the supervisor, the incumbent will entail maintenance of center’s infrastructure and installations including (1) buildings (2) equipment and accessories (3) facilities comprises of labs, safety and security system, IT support system, electrical and water supply system, drainage system (4) farms and farm machinery hub, and (5) landscape  order to ensure un-interrupted business continuity thru proper and efficient operation of all its physical aspects, creating and sustaining a safe and productive environment for IRRI employees and visitors.

S/he will oversee the upkeep of equipment and supplies, determine and schedule repairs or renovations, and coordinating safety inspections and certifications. S/he will coordinate with suppliers, service providers and vendors and negotiate for supplies, repairs, and other measures.

Job Responsibilities

  • Manage, monitor and maintain ISARC physical infrastructure, installations and facilities  and extend support to other IRRI locations in India
  • Develop plans for infrastructure and facility development, renovations, upgradation and maintenance, determine specifications, measurements and estimate costs.
  • Sustain and reliable water and electrical supplies, effective and efficient functioning of HVAC and other utilities
  • Ensure environmental friendly development, renovations, maintenance and operations to create healthy and safe work environment
  • Manage and mitigate Occupational Health, Safety and Environment (OHSE) risks, environmental impact of development, maintenance and operations
  • Develop and introduce, review and maintain IRRI/ISARC Standards for development, maintenance and operations
  • Ensure adherence of standard operating procedures by staff, clients and other stakeholders
  • Manage and execute routine work assignments, monitor performance of facilities and take preventive and corrective measures to optimize the performance and minimize downtime of operations and equipment
  • Ensure compliance with state and federal regulations and timely renewal of NOC/License for safety and security system, IT Support Services etc.
  • Identify, oversee and monitor outsourced service agencies/contractors and ensure delivery of efficient, timely and quality facility management services
  • Maintain relevant records and data related to establishment of Centre’s infrastructure, installations, facilities and utilities
  • Liaise with internal (ISARC research and CSM units) and external (service providers, suppliers, contractors, vendors) stakeholders to ensure that facilities are well maintained and provides effective and efficient support to research programs
  • Manage expectations of internal and external stakeholders, establish coordination and healthy negotiations with them to address the needs, problems and issues and to provide quality, cost effective and timely resolutions
  • Liaise with government agencies, district administrations and public-private agencies for sustain supply of water & electricity, fire safety and security services,
  • Coordinate with Director of Operations team at IRRI-HQ for technical guidance and compliances
  • Manage and execute safety operation procedures, promote hygiene and cleanliness in the office premises and maintain facilities  ensuring the quality, reliability, safety and security, efficiency standards
  • Prepare BOQ (Bill of Quantity) with specifications ensuring qualitative and quantitative parameters of items for work assignments related to new infrastructure development, renovation and procurement equipment and services.
  • Ensure compliance of all the rules and adequacy of design to avoid any type of discrepancy, delay, poor quality and penalty etc.
  • Maintenance of IRRI property and assets, review and assess their performance, and recommend and execute annual maintenance contracts
  • Labour and vendor managements
  • Develop and execute contract agreements for outsourced services and their renewal thereof
  • Statutory clearances for services related electrical, fire, disposal of hazardous material, pest & disease control and their renewal thereof
  • identify vendors, perform due diligence and negotiations and take necessary clearances prior to inviting quotes
  • Validation and technical comparison of quotes of contractors for further processing at IRRI
  • Onsite monitoring, execution and reporting progress updates of work on routine basis to supervisor
  • Perform primary crosscheck and verification of contractor’s work for invoice processing
  • Any other related duty as required by the supervisor and the Director, ISARC.

Education Qualification/Required Skills & Experience

  • Bachelors in Mechanical/Electrical/Civil Engineering or related field with minimum 5 years of relevant work experience

                               OR

  • Masters in Mechanical/Electrical/Civil Engineering or related field with minimum 3 years   of relevant work experience
