Governments must also be equipped to deliver infrastructure and services, build their own capacity through training and technology, fully empower elected leaders, and ensure high standards of accountability and transparency.

Job Description

Janaagraha has partnered with the Department of Housing & Urban Affairs (DoHUA), Government of Assam to provide program design support to its flagship urban transformation initiative called ‘Doh Shaher Ek Rupayan’ and for urban reforms concerning Public Finance Management (PFM), Organization Development (OD – Process & People), and Participatory Governance (PG) to improve the quality of service delivery across Assam’s cities.

Janaagraha’s work in Assam is organized under two verticals – State Programs and State Systems and Capacities. We are looking for a highly passionate, experienced, and competent professional to serve as Program Associate – State Programs for our program in Assam, reporting to Manager – State Programs.

As Program Associate – State Programs, you will play a role in providing design and programmatic support to the implementation of Doh Shaher Ek Rupayan, while  implementing reform agendas concerning capacities and resources of urban local governments (ULGs), working closely with the team working on State Systems and Capacities.

Job Responsibilities

Program Management

  • Support Manager (State Programs) in drawing up programmatic designs for the various components of Doh Shaher Ek Rupayan, and implementing a program management plan for the initiative.
  • Coordinate with internal teams and external consultants to track project milestones, prepare updates, and address any challenges in program delivery.
  • Work with the ten cities in developing the City Action Plan strategy by progressively improving and strengthening the framework for participatory governance in the cities under the leadership of the State Head and the Senior Manager – State Programs.
  • Attend field-stay components for City Action Plans and related activities, participating in workshops, training programs, and knowledge sharing initiatives.

Data Analysis & Management

 

  • Timely data collection, ensuring data integrity, and analysis to support program components.
  • Develop data-driven insights to inform decision-making and track progress and create reports.
  • Ensure best practices for continuous data monitoring, accuracy, and quality assurance.

Stakeholder Engagement

  • Engage proactively with government officials, department heads, and other key stakeholders to gather requirements and foster collaborative relationships.

Change Management & Capacity Building

  • Assist in designing and delivering change management interventions.
  • Support the development and dissemination of toolkits, training materials, and resources.

Knowledge Cataloguing & Documentation

  • Support in developing and maintaining a knowledge catalogue that organizes and standardizes resources, templates, case studies, and best practices.
  • Document key project learnings, stakeholder insights, and implementation challenges, creating a repository for institutional memory that supports continuous improvement.

Education Qualification/Required Skills & Experience

  • Master’s degree in public policy, Public Administration, Business, Management, Social Work, Development, Economics, or a related field.
  • 1-2 years of relevant experience in project management or in administration of social development projects, schemes or programs.
  • Strong analytical skills, with experience in data management and basic statistical tools (e.g., Excel, Power BI, or similar).
  • Good communication skills, both written and verbal; knowledge of Assamese/ Bengali will be an added advantage.
  • Ability and willingness to travel extensively across the cities of Assam, and to participate in field-stay components working with communities and local governments; also willingness to travel outside Assam as per requirements of the role.
  • Experience in team work, and stakeholder management.
