Job Description

FIND is seeking Finance Lead, who will be heading the Finance unit of FIND India and leading all finance operations with substantial responsibility and accountability and reports to the Country Director FIND India and Regional Director Asia.

Job Responsibilities

Financial Management

  • Lead the country Finance & Accounts teams and provide strategic support to the Country Director on finance, risk management, systems, and compliance.
  • Acting as a business partner to other functional projects-in-charge and provide timely financial advice to allow appropriate decision making.
  • Lead planning, budgeting & country resource allocation working closely with the Country Director, and projects-in-charge.
  • Ensure appropriate budget monitoring and reporting internally within the organization and externally to donors and government authorities as required by law.
  • Ensure financial policies and procedures are in place and kept up to date, effectively manage and support sound financial practices.
  • Manage financial forecasts, month-end closing and year-end processes including ensuring timely submissions.
  • Manage the country treasury function (cash, bank, receivables, and payables) and ensure adequate resources are available for both administrative and programmatic spending.

Grant Management

  • Ensure authenticity of partner expense claims by facilitating periodic reviews of accounts and ledgers.
  • Oversee the preparation of quarterly financial reports as per the norms defined by individual program donors and ensure timely submission of donor reports for review.

Personnel Accounts Management

  • Review payrolls and validate employee’s payroll and benefits.
  • Ensure compliance with returns/submissions that, inter alia, include TDS, TDS certificates and PF deposits to appropriate authorities.

Policy Compliance and Risk Management

  • Ensure compliance to organizational fiscal policies by conducting periodic reviews with the Country Director.
  • Ensure a strong system of Internal Controls as per requirement under Companies Act 2013
  • Ensure compliance of finance policies, SOPs and procedures.

Statutory and Regulatory Compliances

  • Coordinate with Auditors for statutory audits, coordinate donor audits and follow up on the audit observations.
  • Ensure compliance with FEMA (where required) and other regulatory provisions for registered entities.
  • Discharge duties and responsibilities of Company Secretary, coordinate board meetings, AGM, prepare agenda, record minutes, and circulate the minutes for Board approval.
  • Ensure regulatory compliances with Reserve Bank of India, Registrar of Companies, Income Tax Department and Ministry of Home Affairs.
  • Work closely with the auditors for issues related to Companies Act, Income Tax Act, Foreign Contribution Regulatory Act and Reserve Bank of India.

Other responsibilities

  • Any other responsibilities as identified from time to time by the Reporting Head.

Education Qualification/Required Skills & Experience

  • Applicants must be qualified Chartered Accountant/ CPA/ MBA (Finance);
  • Minimum 15 years of progressive experience including min five years’ experience in leading the Finance function, preferably in the social development sector.
  • Prior experience with FCRA compliance, including the management of FCRA audits.
  • Strong experience in managing overall finance and accounting functions of organization and compliance related to foreign law related to Charities.
  • Prior experience of financial management of grants from large institutional donors like Global Fund, USAID, BMGF etc. would be preferred.

Skills and Competencies:

  • Knowledge of the NGO sector, including compliance requirements of the government; Knowledge of institutional funders for international development.
  • Technical expertise in all aspects of accounting, financial management, statutory compliances, tax laws, risk management and regulations etc.
  • Strong strategic thinking and problem-solving skills and high professional maturity and integrity/Leadership skill.
  • Excellent Knowledge of Microsoft Operating Systems with good command over MS Excel
  • Excellent Knowledge of Accounting Software (preferably web based) and knowledge of Navision will be an added advantage.
  • Good understanding of Indian accounting standard issued by ICAI.
  • Proactive and responsive to urgent needs of the program and budgeting.
  • Ability to work under pressure without compromising on quality of processes and procedural requirements.
  • Self-motivated and firm in providing opinion to support effective decision making.
  • Dedicated, respectful, punctual, and well disciplined.
