The Foreign, Commonwealth & Development Office is a department of the Government of the United Kingdom. Equivalent to other countries' ministries of foreign affairs, it was created on 2 September 2020 through the merger of the Foreign & Commonwealth Office and the Department for International Development.

Job Description

The purpose of the Head of Climate Change Policy job is to build on the close UK-India relationship on climate as India delivers ambitious 2030 commitments and net zero emissions by 2070.  The job is part of the Development, Climate, Science and Tech Section at the British High Commission, New Delhi.

The UK in India works together to deliver the 2030 Roadmap for India-UK future relations.  The roadmap sets out British and Indian governments’ priorities and a partnership focusing on re-energised trade, investment and technological collaboration that improves the lives and livelihoods of citizens of both countries.  India-UK leadership in climate, clean energy and health that acts as a global force for good.

The Head of Climate Change Policy job will involve understanding the UK and India’s positions on the UNFCCC negotiations as well as other multilateral platforms. It will involve working closely with the Indian government as well as a range of Whitehall stakeholders including the Department of Energy Security and Net Zero and the Foreign Commonwealth and Development Office. You will need to have a passion for climate change and be able to write clear briefs and policy documents which will be shared with UK ministers and senior officials. The work will be fast paced, and you will need to be able to digest written and oral material and instructions quickly to produce high quality policy work.

The post holder will develop and communicate our position with India, advance plans for joint collaboration including through projects and programmes, build relationships with key Ministries, UK government colleagues in the India network, stakeholders including private sector, think tanks and NGOs. You will engage with UK teams working on communication and events, programmes, and Ministerial dialogues to determine how to use these to best effect in delivering outcomes and strengthening the UK-India climate partnership.

The post-holder will require expert climate change knowledge from a global, UK, and India context and will require strong coordination, engagement, and influencing skills as well as excellent written and verbal communication abilities (in English). The role is a leadership role – both thought and policy leadership as well as leading the climate agenda across the UK Government in India, it will manage a team of four members of staff who will provide policy, programme and logistical input.

Job Responsibilities

  • Lead on climate policy for HMG in India, liaising with relevant UK and India government departments on national and international climate policy.
  • Lead the UK’s relationship with the Ministry of Environment Forest and Climate Change and NITI Aayog on climate.
  • Lead on reporting and overseeing the climate elements of the UK India 2030 Roadmap.
  • Lead on for the India network on international negotiations on climate (UNFCCC, G20, G7).
  • Lead on Ministerial and senior visits related to climate change.
  • Oversee all climate and energy communications – internally and externally – working with the Communications and Media team.
  • Oversee outreach to other diplomatic missions in India working on climate and energy.
  • Link up with other teams within the India network (particularly economics and finance, infrastructure and adaptation, communications, and political)
  • Provide technical support for climate change programmes, such as UK Partnering for Accelerated Climate Transitions and support scoping for new programme opportunities.
  • Demonstrate excellent written and verbal communication skills (in English) to brief senior officials, Ministers on a regular basis on all the issues above.
  • Contribute to the broader High Commission team by taking on corporate roles and responsibilities.

Education Qualification/Required Skills & Experience

  • Bachelor’s Degree.
  • Minimum of seven years experience of working in the field of climate and energy policy.
  • Outstanding communication skills. You will need to be able to explain complex, technical issues simply and persuasively, especially in writing.

  • Ability to persuade / influence others to take action
  • Proven ability to work independently and proactively, anticipating problems and taking appropriate action as required
  • Demonstrated leadership

Language requirements:

  • Language: English
  • Level of language required: fluent in speaking, reading and writing

  • An ILETS score of 6 & above or any other equivalent English Language Certification
