About the Organization

The National Disaster Management Authority (NDMA), headed by the Prime Minister of India, is the apex body for Disaster Management in India. Setting up of NDMA and the creation of an enabling environment for institutional mechanisms at the State and District levels is mandated by the Disaster Management Act, 2005. NDMA is mandated to lay down the policies, plans and guidelines for Disaster Management. India envisions the development of an ethos of Prevention, Mitigation, Preparedness and Response.

The Indian government strives to promote a national resolve to mitigate the damage and destruction caused by natural and man-made disasters, through sustained and collective efforts of all Government agencies, Non-Governmental Organizations and People’s participation. This is planned to be accomplished by adopting a Technology-Driven, Pro-Active, Multi-Hazard and Multi-Sectoral strategy for building a Safer, Disaster Resilient and Dynamic India.

Job Description

The Healthcare Professional (Consultants, Senior Consultants, and Lead Consultants) will be engaged to provide expertise in the management of healthcare services during disaster situations. The role will focus on ensuring that healthcare systems are prepared for emergency responses, maintaining the quality of medical services, coordinating disaster relief efforts, and ensuring the efficient distribution of medical resources.

• Consultants will support the coordination and implementation of emergency health responses, including medical logistics, disease control, and public health assessments.
• Senior Consultants will lead healthcare response efforts during disasters, working closely with national and international partners to provide effective healthcare solutions.
• Lead Consultants will provide strategic leadership in healthcare management during largescale disaster responses, ensuring the integration of public health initiatives and medical logistics into disaster risk management frameworks.

Job Responsibilities

The Healthcare Professional will work across different levels and will be expected to contribute to the following tasks and responsibilities, with variations in scope and leadership based on the level:

• Healthcare Management: Consultants will support healthcare system management during emergencies, focusing on logistics, coordination, and medical response activities. Senior Consultants will take the lead in healthcare management, ensuring that healthcare services are delivered effectively during emergencies. Lead Consultants will oversee the strategic management of healthcare systems, ensuring alignment with national disaster management frameworks and international healthcare standards.
• Emergency Health Response: Consultants will assist in emergency health response activities, including rapid medical assessments and the deployment of medical teams to disaster sites. Senior Consultants will lead emergency response efforts, working with medical professionals, government agencies, and NGOs to ensure timely and effective healthcare delivery. Lead Consultants will provide strategic oversight to ensure that health response plans are scalable and effective in large-scale disaster situations.
• Medical Logistics: Consultants will assist in managing the logistics of medical supplies, equipment, and personnel during emergencies. Senior Consultants will oversee the coordination of medical logistics, ensuring that resources are deployed where most needed. Lead Consultants will provide high-level management of medical logistics, ensuring seamless coordination between various stakeholders involved in the distribution of healthcare resources.
• Public Health Assessment: Consultants will contribute to public health assessments during and after a disaster, identifying health risks and needs in affected populations. Senior Consultants will lead health assessments, ensuring that findings are communicated to relevant stakeholders to inform response strategies. Lead Consultants will oversee comprehensive health assessments, guiding response teams to address both immediate and long-term healthcare needs.
• Disease Control: Consultants will support disease control initiatives, including the prevention and management of outbreaks in disaster-affected regions. Senior Consultants will lead efforts in disease control, coordinating with health agencies to implement disease prevention measures. Lead Consultants will ensure the integration of disease control strategies into national disaster health frameworks and disaster response plans.
• Crisis Intervention: Consultants will provide support during health crises, assisting in the immediate treatment of injuries and illness. Senior Consultants will provide leadership during health crises, offering guidance to healthcare teams and managing large-scale health interventions. Lead Consultants will provide strategic oversight and direction during major health crises, ensuring an integrated approach to healthcare management in disaster settings.

Education Qualification/Required Skills & Experience

• Education: Master’s in Medicine, Nursing, or Public Health.
• Certifications: Professional certification in Healthcare Management, Public Health.

Experiences:

• Consultant: 3-7 years of experience in healthcare management, emergency health response, and disaster relief operations.
• Senior Consultant: 8-12 years of experience in healthcare management in emergency settings, including leadership roles in disaster response, medical logistics, and public health assessment.
• Lead Consultant: More than 12+ years of experience in healthcare management and disaster relief, including senior-level leadership in healthcare systems during large-scale disaster responses.
