About the Organization

Government of Assam created the Assam Rural Infrastructure and Agricultural Services (ARIAS) Society in November 1998, as an autonomous body, headed by the Chief Secretary, Assam, as its President (Project Guidance Council) and the Agriculture Production Commissioner, Assam as the Chairman (Governing Body). The Project Coordination Unit (PCU) is the head quarter of the Society, which is headed by a State Project Director. The key mandate of the Society is to manage, coordinate, implement World Bank aided projects and any other externally funded projects as authorized by the State Government, and to monitor the implementation performance of the line departments of the projects.

Job Responsibilities

  • Coordinate the preparation and implementation of activities related to Output 3, for beel conservation and restoration.
  • Provide technical guidance to ensure sustainable water management, infrastructure development, and environmental protection in alignment with the project’s goals.
  • Provide support and guidance in hydrological surveys of beel ecosystems to understand water flow, seasonal variations, and watershed characteristics.
  • Coordinate with the PIU for oversight over contractors undertaking beel infrastructure.
  • Coordinate and lead technical aspects for preparation of second and third phase beel restoration detailed designs including construction of water management infrastructure, such as channels, sluice gates, and embankments, to regulate water flow in beels.
  • Provide quality control in the preparation of engineering designs and preparation of bidding documents for beel works.
  • Assist in preparation of bidding documents for outsourced technical studies; including surveys, geotechnical studies, feasibility/ justification studies and detailed designs as may be needed.
  • Review and quality control of field data (survey levels, hydro-meteorological data, etc.) and reports prepared by contracted firms, including firms engaged in works supervision with the environment safeguards specialists, integrate environmental management considerations and insights from affected people, beneficiaries, government institutions and other stakeholders into the design.

Education Qualification/Required Skills & Experience

  • Graduate degree, preferably post-graduate degree in Hydrology/Civil Engineering/Water Resources Management or related field.
  • Minimum 7 years of relevant experience working in the field of wetland/lakes water resources management structures (including embankments, etc.) design and implementation; experience in natural resources and climate change sector projects including wetlands conservation and management is preferred.
  • Experience in working in ADB/other financing agencies is preferred.
