About the Project
This project, implemented by PSMRI in partnership with the STOP TB Partnership and supported by the U.S. Department of State, aims to strengthen tuberculosis (TB) detection and linkage to treatment among underserved tribal populations across India.
Phase 1 of the initiative will screen approximately 2 million people across 24 districts in 8 high-burden states using 150 mobile screening teams equipped with AI-enabled portable digital X-ray and molecular diagnostic tools.
The project will deploy a large field workforce supported by strong monitoring and program management systems to ensure quality, speed, and accountability. The M&E Manager – State will contribute by strengthening monitoring, evaluation, learning, research, and data-driven program implementation under the National TB Elimination Programme (NTEP).
About the Role
The State RMLE Lead (M&E Manager – State) will be responsible for operationalizing Monitoring, Evaluation, Learning, and Research (RMLE) functions at the state level, ensuring effective implementation, data-driven decision-making, and continuous program improvement.
The role will work closely with the State TB Cell, district teams, and implementation partners under the guidance of the State Lead.
Key Responsibilities
Digital Systems & Monitoring
- Support the rollout, customization, and adoption of digital health platforms across districts for:
- Data reporting and automated dashboards
- Surveillance
- Patient management
- Community Health Volunteer (CHV) supervision
- Ensure functional integration and data synchronization/verification with Ni-kshay at state and district levels.
- Adapt and operationalize the state-specific M&E plan aligned with the national framework and project goals.
- Ensure systematic tracking of inputs, outputs, and outcomes across districts and facilities.
- Institutionalize data-use mechanisms through review meetings, dashboards, and feedback loops.
- Promote continuous learning by incorporating insights into program strategy refinement.
Data Management & Reporting
- Ensure timely, complete, and accurate data collection and reporting from districts and partners.
- Compile and analyse program data to generate district-wise and state-level insights.
- Develop periodic analytical reports, dashboards, and presentations for:
- State TB Cell
- District programme reviews
- Internal programme management
- Establish and implement data quality assurance mechanisms.
- Provide actionable feedback to districts and blocks to improve programme performance.
- Support NTEP in data-driven advocacy and decision-making.
Field Monitoring & Program Support
- Conduct regular field visits to districts and blocks to:
- Monitor programme implementation
- Validate data quality
- Identify operational gaps and bottlenecks
- Provide on-ground mentoring to district M&E teams on processes and tools.
- Document best practices, innovations, and implementation challenges.
Reporting & Knowledge Management
- Lead preparation of state-level programme reports, including:
- Monthly and quarterly progress reports
- Review meeting presentations
- Donor reports
- Internal reports
- Support development of:
- Technical briefs
- Guidance and policy notes
- Case studies
- Success stories
- Ensure standardization and quality of reporting formats across districts.
Research & Learning
- Support contextualization and implementation of research studies at the state level.
- Develop or adapt data collection tools and assessment frameworks.
- Identify state-specific research priorities based on programme gaps.
- Facilitate data collection, supervision, and quality assurance for research activities.
- Translate data into actionable insights for programme improvement.
- Contribute to research proposals, concept notes, and documentation.
- Support dissemination of research findings to state stakeholders and partners.
Capacity Building
- Build the capacity of district RMLE staff, programme teams, and partners on:
- Data collection and reporting
- Data analysis and interpretation
- Use of digital tools
- Facilitate review meetings and learning forums to strengthen a culture of data use.
- Undertake any other responsibilities assigned by the organization.

Reporting To

Required Qualifications
- Master's degree in Statistics, Public Health, Economics, Demography, Development Science, or a related field.
Required Experience & Skills
- Minimum 5–6 years of experience in Monitoring & Evaluation (M&E), data management, and MIS.
- Experience providing technical assistance to government programmes, preferably in TB, health, or nutrition, and familiarity with government information systems.
- Experience in research writing, including papers and presentations at national or international platforms.
- Experience with data collection tools, mobile applications, and dashboard visualization software.
- Strong understanding of qualitative, quantitative, mixed-method, and impact evaluation methodologies.
- Proficiency in MS Office and statistical software such as SPSS and Stata.
- Strong data analysis and visualization skills.
- Fluency in English and Hindi (reading, writing, and speaking). Knowledge of additional Indian languages is an advantage.
- Strong stakeholder engagement, networking, and negotiation skills.
- Ability to work independently with strong problem-solving capabilities.
- Ability to multitask, prioritize work, and meet deadlines in a fast-paced environment.
- Strong team management, training, and mentoring skills.
Preferred Qualifications
- Experience working with tribal communities or in rural and underserved areas, especially with youth or students.
- Experience collaborating with government agencies, NGOs, and community leaders in multi-stakeholder environments.
