About the Organization

Since 1979, Trickle Up has been enabling extremely poor people to build resilient livelihoods and emerge from the cycle of poverty adopting graduation approach. Trickle Up has focused on the poorest and most vulnerable, helping empower participants who live in extreme poverty and face multiple levels of exclusion due to gender, ethnicity, religion, and disability. We target those who are most socioeconomically excluded across Asia, Africa, and the Americas- women, youth, people with disabilities, indigenous people, refugees, and other vulnerable groups who live beyond the reach of most social services and development programs. In FY19, we reached 170,000 people across 19 countries. We have been registered and operating in India since 2005; our current footprint is focused on Jharkhand and Odisha States, where we reached 129,000 people in FY19.

Job Description

This is a technical position within the Program Team. He/she will take the monitoring lead in Ultra-Poor Graduation Program in promoting a culture of continuous learning and program improvement and ensuring that TU and its partners have the necessary M&E systems and tools to meet their management, learning and evidence needs. The Senior Officer will work closely with both the India program team and the global monitoring, evaluation, research and learning (MEL) team to provide strategic and operational direction and oversight related to M&E and will provide on-the-ground leadership on implementation of monitoring and evaluation activities. This position will also take the lead in integrating digital monitoring and data visualization systems of the project, to support real-time monitoring and management to support continual program learning and improvements.

Job Responsibilities

Monitoring and Program Quality Assurance

  • Align monitoring systems with the program’s management, learning, and advocacy needs; ensure technical quality.
  • Ensure program performance criteria support project objectives and align with government partners at all levels.
  • Oversee monitoring of system-level changes, focusing on the inclusion of marginalized households in government programs.
  • Integrate digital technologies for real-time monitoring and continuous program improvement.
  • Finalize the Program Quality Framework with the Asia Regional Office and build project team capacities.
  • Implement and maintain the MERL framework, ensuring it delivers quality evidence and meets client expectations.
  • Design data collection tools, manage, and analyze data to track program outcomes.
  • Produce comprehensive MERL reports for stakeholders and recommend program adjustments based on findings.

Evaluation and Research

  • Identify research priorities and develop research projects in consultation with global and project staff.
  • Build and maintain relationships with external research partners and support funding proposals.
  • Oversee internal and external evaluations, ensuring data integrity and quality reporting.
  • Analyze research findings to develop evidence-based strategies and provide actionable insights.
  • Collaborate with the technical team on continuous program context analysis and research reviews.

Capacity Building, Learning, and Knowledge Management

  • Foster a culture of continual learning and performance management within Trickle Up and its partners.
  • Develop and train partners on knowledge-gathering methods and tools.
  • Stay updated on advancements in measurement, learning, and evaluation; apply them to the project as needed.
  • Support data interpretation, dissemination, and use to benefit underserved and high-impact stakeholders.
  • Mentor staff on monitoring, evaluation, and continual learning.
  • Facilitate knowledge-sharing sessions and identify learning needs within the program.
  • Assist in developing training materials and documenting program lessons, success stories, and good practices.
  • Track and integrate recommendations from various assessments and research studies into program improvements.

Data Management and Analysis

  • Maintain accurate project data and perform statistical analysis and data visualization to inform decision-making.
  • Ensure data confidentiality and compliance with protection regulations.
  • Conduct Routine Data Quality Assessments and implement corrective actions to enhance data quality.

Documentation, Dissemination, and Representation

  • Lead the development of research briefs, articles, case studies, process document and technical publications.
  • Disseminate research results to internal and external stakeholders, including government and NGO partners.
  • Support advocacy efforts by providing evidence and learning at national, state, and district levels.

Others

  • Fulfil duties with flexibility for out-of-hours work as necessary.
  • Contribute to resource mobilization through proposal inputs, budgets, and engagement with donors and partners.
  • Support partnership due diligence and assessment processes.
  • Adapt the job description as needed based on organizational priorities.

Education Qualification/Required Skills & Experience

  • Post-graduate degree or equivalent in Rural Development/Social Work/Sociology/Business Management/ Statistics or another relevant field

Working Experience:

  • Demonstrated at least 6 years monitoring & evaluation experience working with field-based staff to ensure quality program implementation and learning for international NGOs, reputed local NGOs or government.
  • Technical expertise in evidence-based monitoring and evaluation approaches and practices both for accountability and learning processes.
  • Demonstrable good track record in data tracking and quality assessment, with the ability to support staff and partners on MERL methodology and analyse and disseminate complex information to a range of stakeholder audiences.
  • Well-developed research, analytical (qualitative and quantitative), documentation, report-writing, and strategic planning skills, with competency in participatory research methods.
  • Proficiency in data management and visualization software programs (e.g., Power Bi, R, Tableau, Kobo Collect, ODK, NVivo, ATLAS.ti, and STATA, Epi Info, SPSS etc.).
  • Experience managing or evaluating livelihood programs, particularly in rural areas.
  • Experience with gender focused programs, and other cross-cutting vulnerabilities.
  • Experience working with extremely poor and highly marginalized populations.
  • Experience working in partnership with both local NGOs and/or CBOs and government and state/national level entities (e.g. NRLM)
  • Experience with FPOs and market linkages programs highly valued

Knowledge and skills

  • Quantitative and qualitative data analysis skills, and design and implementation of monitoring systems and evaluation.
  • The candidate must have exemplary communication skills, including strong writing skills in English
  • Experience in ensuring data quality, integrity and efficiency of data collection, analysis and reporting and dissemination.
  • Knowledge of digital approaches of program implementation and M&E.
