Job Description

The Manager, Resilience will serve as the focal point for advancing inclusive resilience strategies and facilitating C40 engagements within targeted cities. The person will be responsible for engaging with stakeholders, coordinating efforts across local governments, state agencies, and national bodies . The Manager will facilitate knowledge transfer between cities and the wider C40 network and work with C40, local officials, and consultants to deliver tailored technical assistance.

The major focus will be on heat resilience that will involve, but not limited to: review of existing heat action plans, assessment of city capacity and alignment with national climate commitments; vulnerability and climate risk assessments, especially for vulnerable populations; identifying the best available resources to inform heat risk assessments and action planning in cities; development of sectoral adaptation strategies - eg: for heat adaptation such as cool roofs and green infrastructure; sectoral roadmaps for climate resilience; stakeholder engagement; access to climate finance for heat resilience; and monitoring and evaluation of outcomes.

The ideal candidate will have a strong background in climate risk assessments, urban resilience planning, stakeholder engagement, and experience working with cities on implementing climate action especially focused on heat. They must demonstrate excellent project management and communication skills.

Job Responsibilities

Working closely with cities in the region and C40’s Regional Director for South & West Asia and the Senior Manager City Engagements and Implementation, the Manager - Resilience will support the development and implementation of Resilience strategies in selected cities. The role focuses on advancing high-impact, equitable climate adaptation actions, especially in response to extreme heat. Key responsibilities include:

  • Assist C40’s South and West Asia cities in implementing priority resilience measures from their climate action plans, with a focus on vulnerable populations. Ensure alignment with C40’s global agenda and inclusive climate resilience objectives.
  • Lead the coordination and delivery of resilience strategies ensuring integration with city-level planning and policy frameworks. Work on climate and health data to support cities in advancing resilience measures that address health risks and promote equitable urban resilience.
  • Oversee contracts and procurements related to the resilience work in the region, ensuring compliance and timely delivery of project outputs.
  • Collaborate with C40’s Regional Director and city officials to align resilience and adaptation actions with national and sub-national policies. Identify synergies with ongoing initiatives from other development partners.
  • Identify and establish partnerships with local stakeholders, national agencies, and civil society to support the delivery of heat resilience projects.
  • Elicit learnings and best practice examples from implementation processes and provide input to ensure that this knowledge is exchanged and available in the C40 Knowledge Hub and other relevant platforms for cross learning.
  • Ensure the collection of data for and reporting on all programme related KPIs.
  • Work with the  Regional Director  to ensure coordination and linkages with all other C40 teams, including City Solutions and Networks, City Diplomacy, Finance, etc. towards a unified and coordinated city support strategy for the region.
  • Facilitate the city’s engagement in C40 Cities networks and initiatives.
  • Support on Fund Raising as required and implementation of C40 climate action delivery programmes in the region
  • Organise and deliver C40 events in the region

Education Qualification/Required Skills & Experience

  • Substantial experience not less than 5 years in climate adaptation, urban resilience, or related roles, with a focus on implementation in the context of extreme heat or climate vulnerability.
  • Postgraduate degree in environmental/climate science, urban/environmental planning, public policy, or a related field.
  • Strong background in climate risk assessments, particularly heat resilience, public health and urban climate action planning.
  • Demonstrated experience working with municipal governments or in a multi-stakeholder urban setting.
  • Proficiency in quantitative and qualitative data analysis for vulnerability assessments and adaptation planning.
  • Advanced MS Office ( Excel, Word, Powerpoint), data management and analysis skills
  • Familiarity with climate change adaptation strategies, particularly heat-related risks in urban settings. Technical knowledge of urban climate resilience measures and integration into city policies.
  • Strong interpersonal, relationship building, and negotiation skills as well as written and verbal communication skills, combined with English fluency.
  • Knowledge of the local language of the city is a plus.
  • Demonstrable problem-solving, budget and people management experience, including working with third party delivery teams, and ability to manage multiple parallel tasks;
  • Experience of coordinating and facilitating interactive and enquiry-based workshops.
  • International experience, working across different cultures, languages and time zones.
