Job Description

The Manager (M&E) supports the overall M&E strategy and development and execution of M&E training within the project. The role’s primary responsibilities will include designing M&E frameworks, conducting assessments, and interpreting data to provide actionable insights for improvement and decision-making. You will collaborate closely with project teams, stakeholders, and leadership to ensure that M&E processes are integrated effectively into project cycles and organizational strategies.

Job Responsibilities

Monitoring and Evaluation

  • Support the development of the annual framework for project monitoring and evaluation (M&E) including quarterly/annual project reviews, impact assessment design and process monitoring, operations monitoring and workshops.
  • In collaboration with the Deputy Director, Tobacco Control provide technical advice and support to stakeholders including government and non-government partners, to monitor and evaluate projects in the country.
  • Guide project staff and partners in project analysis and preparing progress reports accordingly.
  • Collaborate with staff and implementing partners for qualitative monitoring to provide relevant information for ongoing evaluation of project activities and impact areas.
  • Monitor project activities and assess the progress towards achievement of results at the outcome (strategy) and output (activity) levels, recommending any corrective measures necessary to achieve project goals.
  • Identify and design key indicators for each component of the projects, to record and report physical progress against the approved work plan and budget. Also steer the process for designing and development of such progress reports.
  • Identify key performance questions and parameters for monitoring project performance and comparing it to targets in alignment with the project performance framework. Design the format for such performance reports.
  • Monitor and supervise the organization’s participation in special surveys and compliance assessments.
  • Provide technical support for research related to the project activities and contribute to scientific publications at national and international level

Training

  • Contribute to the development of a plan for M&E skill-building and implement training initiatives and refresher courses as needed.
  • Maintain a training database including up-to-date training materials and report training effectiveness on a timely basis.
  • Assist partners and stakeholders in evaluation and knowledge management of relevant topics.

Networking and Partnerships

  • Coordinate with internal and external consultants, researchers and project managers to support evaluations and studies as needed.

Education Qualification/Required Skills & Experience

  • Bachelor’s degree in medicine or Dentistry
  • Post Graduation in Medicine, Dentistry and Public Health (required)

Skills & Abilities

  • Ability to analyze data, identify trends, and derive meaningful insights from quantitative and qualitative data sets.
  • Skill in preparing clear, concise, and insightful reports that communicate findings, recommendations, and progress towards goals to stakeholders.
  • Competence in managing projects related to monitoring and evaluation, including planning, implementation, and coordination of M&E activities.
  • Familiarity with various evaluation methodologies, such as impact assessment, outcome mapping, and randomized controlled trials, to assess program effectiveness and outcomes.
  • Familiarity with relevant M&E software and tools for data collection, analysis, and visualization, such as Excel, SPSS, STATA, or specialized M&E software.
  • Understanding of the role of national and state government, local administrative set up, and existing relationships with civil society, media, and policy influencers.

Experience

Experience Required:

  • Minimum 6 years of relevant experience.
  • Sound Monitoring and Evaluation knowledge and experience in public health.
  • Robust experience in planning, collecting, analyzing and reporting information for assessing progress and ensuring program and data quality.
