About EAII
EAII Advisors, Evidence Action’s technical partner in India, supports state governments in delivering evidence-based public health programs, including safe drinking water initiatives and school and Anganwadi-based National Deworming Day and iron and folic acid supplementation. Operating across 10 states, EAII Advisors provides technical assistance to ministries of health, education, water, and women and child development, reducing health burdens in underserved communities and improving the long-term wellbeing of children and families.
Evidence Action delivers data-driven public health interventions at scale across 11 countries, working closely with governments to implement evidence-backed solutions that improve health outcomes for millions.
About the Role
The Manager – Community Engagement will lead the community engagement workstream for the Safe Water Project in New Delhi, reporting to the Senior Manager – Community Engagement.
The role is responsible for driving community awareness, adoption, and sustained use of safe water interventions across all programme states through strategy development, stakeholder coordination, and high-quality field execution in collaboration with Implementation Support Agencies (ISAs). The position also provides strategic leadership for Social and Behaviour Change (SBC) and Information, Education and Communication (IEC) initiatives by strengthening messaging, improving IEC materials through community insights, and ensuring continuous refinement based on structured feedback.
The Manager will support the design and implementation of national community engagement strategies aligned with programme goals while working closely with the National Office, state vendors, field teams, and government stakeholders. The role also contributes to strengthening the overall community engagement strategy by ensuring field learnings and community feedback inform programme design and sustainability.
Key Responsibilities
Community Engagement Strategy & Management (50%)
- Co-lead the national community engagement workstream to drive awareness, adoption, and sustained use of safe water practices across programme states.
- Support the Senior Manager in planning and executing high-quality community engagement activities.
- Design and implement national-level community mobilization strategies supported by frameworks, SOPs, and implementation guidelines.
- Coordinate with the Communications Team and National Office to develop culturally relevant IEC materials and campaigns for diverse audiences.
- Engage community leaders, government officials, water service committees, and partner organizations to strengthen programme outreach and message adoption.
- Monitor community engagement outcomes using field data and community feedback, adapting strategies to improve effectiveness.
- Document learnings, challenges, and recommendations to support programme improvement.
- Contribute to annual work plans, budgets, and cross-state learning initiatives.
Capacity Building & Training Delivery (20%)
- Provide strategic oversight of water treatment training and sensitization programmes.
- Design and support delivery of capacity-building initiatives, including training modules, facilitator guides, agendas, and presentations.
- Work closely with the Community Engagement team to develop and implement capacity-building plans.
- Review and validate training curricula and materials to ensure quality and relevance.
- Oversee Training of Trainers (ToT), including VM training validation.
- Monitor Implementation Support Agency (ISA) and programme staff capacity-building initiatives through assessments, feedback, and outcome reporting.
Field Team Coordination & Oversight (10%)
- Lead and coordinate field teams under the Community Engagement workstream.
- Conduct regular field visits to assess implementation quality and provide technical support.
- Identify and proactively address challenges affecting community engagement activities.
- Review field reports and provide actionable feedback for performance improvement.
- Ensure field teams have adequate resources and materials to implement activities effectively.
- Provide technical guidance to state teams on partnerships with faith-based organizations, community institutions, and influential leaders to strengthen advocacy and community ownership.
Stakeholder Engagement & Government Coordination (10%)
- Represent the organization in engagements with Jal Jeevan Mission officials, national and state government departments, NGO partners, and other stakeholders.
- Align community engagement and capacity-building activities with government priorities.
- Build and maintain strong relationships with government officials, vendors, ISAs, community leaders, and partner organizations.
- Prepare reports, recommendations, and presentations for government stakeholders and represent the workstream in internal and external forums.
Team Development & Reporting (10%)
- Manage and mentor team members through coaching, performance management, career development, and recruitment support.
- Provide regular updates to project leadership on progress, challenges, forecasts, and strategic recommendations for community engagement and capacity building.
Qualifications & Experience
Essential
- Master's degree in Social Work, Rural Development, Mass Communication, Public Health, Education, or a related field. Candidates with a Bachelor's degree and significant relevant experience will also be considered.
- Strong communication skills in English and Hindi. Knowledge of local languages will be an added advantage.
- 6–8 years of experience in community engagement, capacity building, training, or community mobilization, preferably within public health programmes.
- Experience leading public health community engagement programmes at state or national level will be an advantage.
- Willingness to travel 20–30% across project locations.
- Strong understanding of community mobilization, Social and Behaviour Change Communication (SBCC), and participatory community approaches.
- Ability to drive social action through Rapid Rural Appraisal and team-based implementation.
- Ability to analyse community engagement data and translate insights into actionable strategies.
- Proficiency in MS Office, Google Workspace, and data management/reporting tools.
- Experience managing vendors, contractors, suppliers, and Implementation Support Agency (ISA) partners.
- Demonstrated experience coordinating with government stakeholders at multiple levels.
- Experience managing geographically dispersed teams and ensuring accountability for targets and timelines.
Desirable
- Experience working on community engagement programmes in public health or WASH (Water, Sanitation and Hygiene).
- Proven experience designing and implementing large-scale community engagement strategies and training programmes.
- Prior experience implementing large-scale development projects with strong understanding of national and state governance systems.
- Experience developing IEC materials and community engagement toolkits.
- Working knowledge of Canva or similar design tools to support adaptation of IEC materials into vernacular languages.
