Job Description

The Officer, Finance will be responsible for finance and accounting of OFI supported project titled “Tackling the root causes of child labour in India spices supply chains” in Rajasthan, Andhra Pradesh and Telangana. The support will include financial reporting, budgets management, financial analysis, and operational review of the project. The incumbent shall provide technical oversight and capacity building support to the field based finance / accountants in ensuring funds are utilized and reported according to approved project design, annual fiscal budget, policy/procedures, and in compliance with agreements. He/she will also be responsible for assuring that financial management standards are upheld by partners/clients and timely analysis and submission of BvAs to the project manager, developing and submission of donor financial reports as per the prescribed timelines.

Job Responsibilities

  • Conduct monthly fund allocation to field locations and ensure monthly Fund Request Form (FRF) is prepared and submitted in a timely manner.
  • Review all relevant transactions such as liquidations and request for payments submitted by the field team.
  • Support to the project manager in reviewing the project finance and budget and provide suggestions to take corrective measures.
  • Prepare monthly project financial reports working closely with the project manager to ensure alignment of financial figures with the qualitative description of progress and accomplishments, and submission based on management and/or donor reporting requirements and specification.
  • Analyse and review the monthly financial report of field locations and work closely with the field teams for more complete and holistic analysis of locations level program performance.
  • Conduct monitoring visits to the field locations in Andhra Pradesh and Rajasthan to ensure financial and accounting compliances as per donor budget.
  • Provide timely analysis on the spending of the grant Budget vs. Actual analysis to the project manager for decision making.  Analyse spending performance and regularly communicate key insights to the project manager.
  • With guidance from the project manager, lead budget revisions of the project either annually or mid-year.
  • Ensure project finance is compliance with the organizational and donor documentation requirements as outlined in the project agreements.
  • Maintain complete, accurate and updated grant financial information/ documentation.
  • Coordination of project external audit and the preparation of required documentation and support implementation of the plan of action and audit corrective measures.
  • Any other related tasks assigned by the project manager

Education Qualification/Required Skills & Experience

  • Postgraduate / Graduate degree in Finance and Accounting such as M.Com / MBA Finance
  • 5-7 years of finance experience in the development sector, preferably for an international organization.
  • Good experience in budget analysis and forecasts
  • Experience of managing grants budget and finance is an asset
  • Willingness to travel to remote locations when required to support field teams
  • Excellent budget and financial skills
