Job Summary:
The PL/SPL– Communicable Disease is responsible for providing high-quality operational support to the government's Lymphatic Filariasis (LF) and Kala azar (VL) elimination programs and managing the sub-district level team o CD of the organization. Key activities include vector control, disease surveillance, Night Blood Survey/TAS, Mass Drug Administration (MDA), morbidity management and disability prevention (MMDP), and line listing of cases. Operational support encompasses capacity and skill building, data generation, analysis and use for supervision and monitoring, report generation and filing, participation in pilots and formative studies, and organization of program reviews and communication campaigns. Additionally, the PL/SPL-CD supports sub-district level staff in planning and executing activities to achieve program indicators and reviews their performance, providing necessary support.
The PL/SPL-CD works closely with the District Magistrate, Civil Surgeon, District Vector Borne Disease Control officials, DPRO, DEO and block-level PF staff to ensure effective program implementation and maintains appropriate working relationships with partner agencies and other stakeholders. At the district and block levels, the PL/SPL-CD leverages a network of local collaborators, including NGOs, youth groups (NYK and NSS), PRI members, faith leaders, Self-Help Groups (SHGs), and local media, to establish community-led forums for VL and LF elimination. Close collaboration with district and block officials, staff, and partner agencies is vital for the successful execution of disease control initiatives
Key Responsibilities
- Lead, support, and ensure high coverage and quality of different activities of VL/LF elimination program e.g. MDA/MMDP/Line listing/ACD/IRS etc. through a team of Sub-district Coordinator, in close coordination with district officials.
- Liaise with Liaise with District Magistrate, Civil Surgeon, District Program Manager (NHM) District Vector Borne Disease Control officer (DVBDCO), District Panchayati Raj Officer, District Education Officer to support VL and LF activities and provide operational support at district and block level.
- Regularly update the District Magistrate on programmatic progress.
- Oversee the organization of patient services for lymphedema at PHC/SDH/DH, ensuring patient flow, diagnostics, drug supplies, and incentives are managed effectively; coordinate with BHM and MOIC for these services.
- Establish a network of local collaborators, including NGOs, youth groups (NYK and NSS), faith leaders, SHGs, and local media, to create community-led forums.
- Work closely with the Panchayati Raj Institute to include CD agenda into different forums at the district/block/panchayat levels e.g GPDP/DPPFT/different review platforms of PRI and facilitate “Filaria/Kala Azar Free Panchayat” initiatives to be adopted by the Panchayats of his/her assigned territory.
- Work closely with the Education department to ensure the support of District/Block/school level officials in the overall LF elimination program – particularly during the MDA campaign.
- Build capacity and strengthen the knowledge base of Sub-district Coordinator through ongoing training and mentorship.
- Identify capacity needs among Sub-district Coordinator and enhance their implementation skills through training and mentorship.
- Support Sub-district Coordinator in planning and performance review.
- Support the State Team - Communicable Disease in all components of work.
- Collaborate closely with the Medical Officer in Charge (MOIC) and Kala Azar Technical Supervisors to support MDA, NBS, and MMDP activities.
- Enhance the use of data for program management by health functionaries at the district and block levels.
- Coordinate with VDCO, VBDS, and VBDC for micro-planning, supervision plans, and training of DA for MDA.
- Ensure the line list of lymphedema and hydrocele cases is adequately updated and maintained.
- Facilitate hydrocele operation camps.
- Work with the health system to ensure post-surgical follow-up for all operated cases and the management/treatment of all LF patients.
- Build capacity and strengthen the knowledge base of FLWs through ongoing training and mentorship.
- Facilitate the availability of medicines before MDA campaigns.
- Provide supportive supervision during MDA and share data for mid-course corrections.
- Participate in review platforms to share field-level issues.
- Track SoE/UC and fund disbursement status and coordinate accordingly.
- Maintain high levels of integrity, ensuring sound control, full compliance, best practices, and effective and efficient management of all financial resources.
- Plan and ensure the smooth transition of all key activities.
- Engage local human resources (e.g., Key Informants) to motivate the community for MDA.
- Produce high-quality documentation.
- Provide support to the overall PF activities in the district as and when needed.
- Travel up to 70% of the time
Qualification & Experience
. Essential:
Master’s degree in science / social work / social science / Public Health At least 1-3 years of health program experience with 3-5 years program experience
Preferred:
- Demonstrated experience of leading field teams
- Experience in working with government programs and dealing with government officials
Skills & Competencies
- Proven ability to identify problem areas, analyze, plan, innovate and execute ideas, as well as impart knowledge and skills
- Demonstrated ability to mobilize Government program staff
- Demonstrated ability and judgement to identify programmatic issues that require immediate attention, prioritize and take appropriate and timely action
- Ability to travel extensively to block and villages and gather first hand information from community
- Excellent negotiation skills
- Excellent interpersonal, communication and presentation skills
- Demonstrated learning agility, pro-activeness and openness to embrace new technologies at work
- Demonstrated ability to manage a diverse team
- Ability to function effectively as a team member and respect diversity in a team
- Excellent knowledge of local language (Hindi)
