Job Summary:

PSMRI will work as the Sub-Recipient (SR) to the Global Fund TB grant where Karnataka Health Promotion Trust (KHPT) as Principal Recipient (PR) assumes a central role in bolstering the efforts of the Central TB Division (CTD) to combat tuberculosis. The Integrated Measures for Prevention and Care in TB (IMPACT) India project will focus on providing specialized programs in key areas, including technical assistance, community engagement, and capacity building. Major interventions will include TB Champion Engagement initiatives across 14 states and one UT, supporting TB Mukt Grama Panchayath activities in 13 states, and offering specific Technical Assistance to CTD for Direct Beneficiary Transfer (DBT) and Pradhan Mantri TB Mukt Bharat Abhiyan (PMTBMBA) activities nationwide. Additionally, there will be a strong emphasis on Capacity Building for NTEP frontline staff to enhance their ability to provide counselling support to DRTB patients. PSMRI will implement the program in 38 districts of 4 states focusing on TB-Mukt Gram Panchayat and TB champion activities. 

The designated position of 'Program Manager,' will work as a pivotal role responsible for the comprehensive management of project implementation within the specified states. This individual will function as the primary point of contact from the SR for regular communications related to the project. Moreover, the Program Manager assumes accountability for ensuring the timely and successful delivery of all committed project deliverables.

This role will be responsible for but not limited to the following:

  • Serve as the focal point for the SR in implementing The Global Fund-supported project in specified regions.
  • Coordinate with the Principal Recipient (PR) KHPT for concurrent communication on funding and program implementation.
  • Lead and support state teams to ensure smooth execution of TB Mukt Gram Panchayat and TBC Engagement programs.
  • Review activity plans and budgets for all implementation states, providing assistance for planned activities and budget utilization.
  • Review Statement of Expenditure against planned activities for expenditure approval.
  • Supervise, coordinate, guide, and review project implementation processes.
  • Support government engagement in collaboration with state teams as required.
  • Ensure compliance with THE GLOBAL FUND policies on procurement, branding, marking, human resources, and financial management. Conduct on-site field visits to validate monitoring data, ensuring its accuracy and reliability. Offer support and guidance to state teams in the data collection process.
  • Collaborate closely with the Program Manager and other stakeholders to align monitoring activities with project
  • goals and objectives.
  • Provide training and capacity-building support to state teams, ensuring a consistent understanding of data collection protocols and quality standards.
  • Uphold ethical standards in data monitoring processes, ensuring compliance with established guidelines and protocols.

Desirable Qualification & Skills

  • Advanced Master’s degree in Social Sciences, Sociology, Program Management, Rural Development, or Public Health
  • Proven leadership skills, including team management, interpersonal capabilities, project management, and efficient task/time management.
  • Manage, design, implement, and evaluate national/state-level projects.
  • Technical/clinical expertise or program management skills in health projects, with a focus on integration.
  • Solid understanding of the Indian healthcare system, health sector initiatives, and relevant tuberculosis-related government policies/strategies.
  • Prefer expertise/experience in health systems strengthening and integrated health service delivery.
  • Proficient in writing technical reports, program documents, and delivering presentations.
  • Excellent cross-cultural oral and written communication skills in English.

Desirable Experience

  • More than 10 years of experience in a key position managing health programs, social development programs, rural development – PRI programs.
  • Experience in leading multi-state/national projects
  • Experience in managing government stake holders at state-level/national project
  • Experience in the TB program would be preferable

Travel:  Medium to High (travel to the State Headquarters, National Research Institutes, Field visit to States and Districts)
