Job Description

The Sustainable Cities Program at the WRI India Ross Center seeks a MEL Manager to support our work focused on informing India’s transition towards cities that are low-carbon, resilient, and inclusive.  

You will play a key role in supporting the senior leadership in various project/programme planning, monitoring, evaluation and learning processes. This role involves extensive liaison with diverse teams and initiatives across WRI India’s Cities Program. You will serve as a focal point for program capacity development, framework building, process improvement, and data management. The MEL Manager performs a critical function by supporting WRI India Ross Center to improve the assessment of our program outcomes, resulting in effective engagement with our donors, partners and the ecosystem.

Job Responsibilities

The responsibilities of this role are:

Facilitating Institutional TOC Development:

  • Lead working sessions to collaboratively develop and refine institutional TOCs for each vertical, ensuring consistency and alignment with organizational objectives.
  • Facilitate cross-departmental collaboration to integrate diverse perspectives into institutional frameworks.
  • Develop indicators to measure impact across workstreams.
  • Oversee the development of standardized M&E tools and frameworks for use across projects, ensuring methodological rigor and relevance.
  • Regularly review and update institutional M&E processes to maintain alignment with emerging trends and priorities.

Monitoring and Evaluation (M&E) Support for Projects:

  • Provide technical guidance to project teams in developing Theories of Change (TOCs), Results Frameworks, and Monitoring, Evaluation, and Learning (MEL) plans.
  • Work closely with program managers to ensure project-specific frameworks align with organizational goals and methodologies.

Capacity Building for M&E:

  • Design and deliver training sessions to enhance staff capabilities in M&E concepts, tools, and best practices.
  • Develop and disseminate resource materials and guidelines for effective M&E implementation across projects.
  • Serve as the primary point of contact for internal M&E support, fostering collaboration among teams to share insights and lessons learned.
  • Establish systems to document and share best practices and outcomes across the organization.

Support for Institutional Planning, Reporting, Reflection and Learning:

  • Organize and lead periodic learning and reflection sessions for project teams to review progress, challenges, and successes.
  • Support teams in using M&E insights to adapt and improve project design and implementation.
  • Contribute to the preparation of annual reports and presentations summarizing outcomes and their impacts.

Education Qualification/Required Skills & Experience

  • 7-10 years of relevant, full-time work experience with demonstrated involvement in program planning, monitoring, evaluation and learning, capacity-building, coordination and data management, or related subject areas.
  • Degree in public policy, economics, political science, environmental studies, or related field.
  • Interest and working knowledge of any of the main issues within WRI India’s Cities portfolio, such as sustainable urban development, mobility, air quality, water and climate resilience, and gender and social equity.
  • Keen interest in change management is desirable.
  • Excellent communication skills, both oral and written.
  • Strong analytical skills and superb attention to detail
  • Demonstrated ability to work both independently as well as with a team.
  • Self-starter with ability to juggle multiple assignments at one time.
  • Proficiency with DevResults and/or Asana is a plus.
