Biotechnology Industry Research Assistance Council (BIRAC) is a not-for-profit Section 8, Schedule B, Public Sector Enterprise, set up by Department of Biotechnology (DBT), Government of India as an Interface Agency to strengthen and empower the emerging Biotech enterprise to undertake strategic research and innovation, addressing nationally relevant product development needs.

BIRAC is a industry-academia interface and implements its mandate through a wide range of impact initiatives, be it providing access to risk capital through targeted funding, technology transfer, IP management and handholding schemes that help bring innovation excellence to the biotech firms and make them globally competitive. In its Eight years of existence, BIRAC has initiated several schemes, networks and platforms that help to bridge the existing gaps in the industry-academia Innovation research and facilitate novel, high quality affordable products development through cutting edge technologies. BIRAC has initiated partnerships with several national and global partners to collaborate and deliver the salient features of its mandate.

Job Description

Program Manager/Sr. Program Manager will serve in the Program Management Unit – National Biopharma Mission, BIRAC and should have expertise in the translational sciences and product development related to Biotherapeutics (vaccines, monoclonal antibodies, Biosimilars), vaccines or Devices and Diagnostics. Preferably understand technology transfer office and IP issues. Also, to interact and work with thought leaders and leading scientists both in India and abroad; contribute to strategic thinking and forward-looking analysis in relevant areas; communicate progress against strategic goals; and importantly create and manage grants/contracts as part of a team for various projects supported under the Mission.

Job Responsibilities

Responsibilities of the position include but are not limited to:

• Responsibilities for Implementation of the Mission Program which includes writing of RFAs for soliciting proposals, working with national and international experts for scientific evaluation and assessment of proposal.
• Manage substantial portfolio of complex grants requiring high-level grant management skills.
• Working with Legal and Finance to get all necessary contracts and agreements ready for the Mission.
• Coordination and administration of all aspects of new and ongoing projects including planning and implementation.
• Responsible for all Program Investment and Financial Planning.
• Ensure timely execution of all activities.
• Proper monitoring both technical and financial of the projects working closely with the SAG, TAG and SC for project review, new area prioritization and preparing a strategy for implementation.
• Responsible for organizing all Meetings, Interaction and Advisory Group Discussion including international conferences and workshops.
• In addition to scientific expertise, the Program Manager must also bring in passion, humility, and critical thinking for addressing the unique problems and the questions relevant to BIRAC’s mission.
• Prepare and implement an effective communication and outreach strategy.

Education Qualification/Required Skills & Experience

• Ph.D. in Life Science / Biological Sciences /Biotechnology/ Pharmacy with broad and deep knowledge in project management in the areas of health care.
• 6-10 years of research experience in academic, industry or in similar position.

Desirable Qualifications:

• Post-doctoral fellowship with experience in undertaking innovative research in area of biotherapeutics, vaccines or medical devices development in Industry or academics are preferred.
• Experience in Project management, strong planning and analytical skills. Excellent interpersonal and negotiation skills.
• Age Limit: Program Manager- 38 Years & Sr. Program Manager- 40 Years as on the date of closing of Application.
• Experience: Program Manager- 6 to 8 years and Sr. Program Manager- 10 to 12 years.

Salary

Consolidated Remuneration for Program Manager - Between Rs.90,000/- to Rs.2,70,000/- & Sr. Program Manager - Between Rs.110,000/- to Rs.3,00,000/- Lump sum per month depending on qualifications and experience.
