Job Description

In coordination with WFP Country Office and under the supervision of Joint Secretary (DFPD) or as decided by him, the Programme Policy officer (TPDS millet mainstreaming) will support strategic analysis and technical assistance to the Department of Food and Public Distribution in mainstreaming of millet in TPDS.

The role will focus on identifying, documenting, and disseminating best practices, analyzing supply chain challenges and policy gaps and facilitating a roadmap for millet mainstreaming through multi-stakeholder engagement. The officer will also support the development of analytical reports and policy recommendations to enhance millet procurement, distribution, and consumption in TPDS.

Working closely with relevant stakeholders, the officer will ensure a data-driven and evidence-based approach to facilitate policy formulation, operational efficiency, and state-level implementation strategies for millet mainstreaming in TPDS.

Job Responsibilities

Under the direct supervision of the Director/Joint Secretary, Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, Government of India and under the technical supervision by Head of the Social Protection and Supply Chain Unit, WFP New Delhi the Programme Policy Officer (TPDS millet mainstreaming) will be responsible to perform the following duties:

Provide strategic support to identify, document and disseminate best practices in millet mainstreaming in TPDS:

  • Coordinate with stakeholders and identify the existing studies/documentation on millet mainstreaming in TPDS.
  • Identify potential best practices through interaction with different state governments/ stakeholders and flag for further prioritisation, documentation and evaluation
  • Coordinate with state governments/ stakeholders to document best practices
  • Review various millet mainstreaming reports (e.g. WFP commissioned studies) and provide feedback to facilitate rigorous, independent analysis of the best practices
  • Analyse recommended best practice models by various studies and prepare recommendations.
  • Assess financial feasibility/scalability of models and customize best practices for target states

Provide analytical support to identify the bottlenecks and develop solutions:

  • Review existing government monitoring templates for millet mainstreaming and propose enhancements.
  • Track progress in millet mainstreaming based on MIS reports and review meetings.
  • Provide advice on resolving identified/ escalated millet supply chain barriers (procurement, logistics and distribution).
  • Conduct assessments (financial feasibility analysis, operations research and data analytics) to diagnose constraints.
  • Design solutions utilizing advanced technology and innovations.

Develop concept notes/background papers for high level meetings to facilitate policy decisions.

  • Provide coordination support to facilitate a roadmap for millet mainstreaming in TPDS.
  • Provide support to Department and WFP in organising meetings with State governments and other stakeholders.
  • Draft background note for consultations.
  • Collate recommendation emerging from various meeting and consultations.
  • Research and prepare comparative analysis of future pilots/interventions for further consultation.
  • Develop road maps for TPDS millet mainstreaming in target States/UTs.

Prepare and compile relevant data from various stakeholders and share with relevant CO Programme officers for analysis and representation.

Education Qualification/Required Skills & Experience

  • Advanced University degree or First level University Degree from an institute of repute in any of the following disciplines: Supply Chain Management, Agriculture, Business Administration, Public Policy, Information Technology, Computer Science, Computer Engineering, Computer Applications, and related fields

Experience

  • Minimum 3-5 years of relevant professional experience working on large scale Agriculture Supply/Value chain related projects with government or a development agency, in the area of technology/e-governance reforms,  Operations Research, Advanced Data Analytics, Monitoring & Evaluation etc. for best practice documentation, capacity strengthening & data driven decision making.
  • Professional experience in working on millets supply chain/ value chain projects, documentation of best practices, developing strategic roadmaps would be desirable.
  • Experience in working independently with minimum supervision, often in fluid and ambiguous situations will be required.

Competencies & skills

  • The post holder should have strong technical, analytical and problems solving skills; ability to think through complex issues to conceptualize, design and execute actions plans. Demonstrate passion and motivation with the ability to manage complexities, multiple tasks with commitment to deliver against multiple, tight deadlines at work. Excellent team player with an ability to work collaboratively, share information and build strong working relationships with colleagues and stakeholders from diverse backgrounds while focusing on impact and results. Maturity and presence required to effectively participate and contribute to meetings with senior government officials.

Knowledge:

  • Understanding of the Indian Government bureaucracy, TPDS operations, and awareness about millet mainstreaming policies, global and national best practices in millet mainstreaming,  procurement mechanisms and logistics in TPDS will be an advantage.
  • Sound knowledge of Agriculture Supply/Value chain analysis and project planning,  preferably in the IT transformation or e-governance space

Language

  • Fluent oral and written communication skills in English. Working knowledge of Hindi is preferred.
