Job Description
The Senior Manager will play a crucial role in business development and project execution in Public Finance Management (PFM). This includes:
- Proactive opportunity identification for new business development.
- Scouting for partnerships with stakeholders and international agencies.
- Proposal development and concept note creation.
- Supporting senior management in strategic initiatives.
Focus Areas:
- Government budgeting and financing – including Treasury Single Account (TSA), real-time disbursement of funds, Chart of Accounts (CoA), fiscal reporting, and expenditure management.
- Enhancing transparency and accountability in public financial management and governance.
- Leveraging digital tools and technologies to improve service delivery and governance.
- Understanding local government operations – including decentralization, service delivery, and capacity building.
- Developing strategies to enhance the efficiency, accountability, and responsiveness of government institutions.
- Strong analytical and strategic planning skills to address complex financial management challenges.
Detailed Responsibilities
Business Development
- Proactive opportunity identification – Stay informed about industry trends, conduct risk assessments, and collaborate on strategies for digital PFM enhancement.
- Proposal development – Support leadership in developing concept notes, drafting proposals, and ensuring alignment with organizational objectives.
- Strategic support for senior management – Provide technical and research-based insights for business development activities.
- Client & stakeholder relationship building – Strengthen relationships with government entities, donors, and international partners.
Brand marketing & thought leadership –
- Author/co-author publications on innovative ideas, emerging trends, and industry insights.
- Actively participate in marketing, digital dialogues, and industry discussions to promote MSC’s expertise.
Business/Project Execution
- Project planning & implementation – Support technical teams in implementing medium/large technical assistance projects.
- Client relationship management – Build strong engagement with government clients and international stakeholders.
- Knowledge sharing & mentoring – Contribute to internal capacity building by mentoring team members and sharing insights.
Knowledge Development & Thought Leadership
- Develop thought leadership content – including policy briefs, research papers, and blogs on topics like social protection, poverty reduction, and governance reforms.
- Stay updated on government programs, public policy, and digital transformation to refine MSC’s advisory services.
- Contribute to MSC’s learning agenda by sharing insights and best practices.
Collaboration with MSC Global Teams
- Work with global practice leads and regional teams to refine strategies for government advisory services.
- Collaborate with cross-functional teams to leverage expertise and ensure smooth project execution.
- Document insights and learnings to build MSC’s global knowledge repository.
- Engage in global strategy discussions to explore opportunities for scaling MSC’s government advisory services.
Education Qualification/Required Skills & Experience
- MBA or Master’s degree in one of the following fields:
- Economics
- Finance
- Public Policy
- Public Administration
- Accounting
- Impact Analysis
- Digital Governance
- Other related fields
Other Requirements:
- 8+ years of experience working with:
- Consulting firms, think tanks, or donor/development agencies
- Directly with government bodies, multilateral, or donor agencies in public financial management (PFM), government consulting, or related fields
- Experience in business development is preferred.
Prior experience in:
- Conducting comprehensive research on PFM and thematic studies
- Working with state/central government departments or ministries is preferable.
Research & Analytical Skills:
- Proficiency in data analysis and ability to translate research findings into actionable insights.
Strong analytical skills to support:
- Proposal development
- Concept note creation
- Knowledge document production
- Ability to conduct detailed sectoral and thematic research, analyze complex data, and derive strategic insights.
Communication & Collaboration:
- Excellent communication, writing, and presentation skills.
- Strong research skills (both primary and secondary).
- Intellectual curiosity and passion for the social and development sector.
- Strong interpersonal skills for effective collaboration with clients and stakeholders.
Technical Proficiency:
- Proficient in Word, Excel, and PowerPoint.
- Knowledge of data analysis, digital, and AI tools is an added advantage.
- Excellent ability to prepare reports and presentations.
